이 글에서는 첫째 동북아 경제협력을 국가적 차원과 지방적 차원에서 조망하고, 둘째 경제특구가 동북아 경제협력에서 갖는 의미를 짚어보고 있다. 셋째 어떤 형태의 경제통합에서건 경쟁과 협력이라고 하는 양면성을 가질 수밖에 없는 상황에서 경제특구가 나아가야 할 방향에 대해 논의하고 있다. 경제특구 발전의 방향으로서 이 글에서는 ‘연계화’와 ‘차별화’라고 하는 두 가지 개념을 제시하고 전자를 환황해권과 환동해권의 국지경제협력권에 적용하고 있다. 마지막으로 동북아에서 교류거점으로서 거듭 태어나고자 하는 한국이 취해야 할 차별화 전략을 간략하게 서술하고 있다.
Abstract
This paper examines the prospect for economic cooperation in Northeast Asia from the national and local perspective. While reflecting upon the meaning of special economic zone in a larger economic cooperation context in Northeast Asia, the paper discusses about the directions for special economic zone to take taking into consideration of both elements of competition and cooperation. Two key concepts of collaboration and differentiation are suggested to organize the strategy for the development of special economic zones in Korea. Finally, the paper discusses a few measures of differentiation so as to help make Korea to become an exchange hub for Northeast Asia.
