Abstract
This paper discusses political constraints of economic reforms in Former Soviet Union and Eastern Europe together with the transition toward a market economy in China from the late 1970s, and draws implications for the possibility of North Korea’s transition. We examine the five cases of reforms: New Economic Systems, the 1965 Economic Reform and Perestroika in Former Soviet Union, New Economic Mechanism in Hungary and Self-management System in Former Yugoslavia. According to this paper, satisfying political constraints under dictatorship refers to the situation in which the dictator accepts changes because they will contribute to maintaining or strengthening his power. Factors that bring about reforms or transition include the emergence of new person in power, a change in the preference of the core elites of the system, the support or revolt of mass public. Serious economic deterioration may trigger changes in the above factors and thus cause some reforms to take place. However, it is unlikely for an incumbent dictator to decide to make a transition toward a market economy because of economic crisis. We found that political constraints of reforms or transition played a critical role in making changes in socialist economies. This paper argues that political constraints are not satisfied in North Korea to make a transition to a market economy. Furthermore, recent reforms implemented in North Korea tend to follow a failed path of Soviet and East European economies rather than the Chinese way of successful transition.
