지리적 인접성과 산업구조와 생산요소의 이상적 형태의 상호 보완성으로 인해 러․중 교류 잠재력은 무한하다고 볼 수 있다. 이 잠재력이 최근 현실화 되고 있다. 러시아와 중국의 경제교류는 기타 주요국들보다 빠른 속도로 전 부문에서 발전하고 있다. 양국의 무역규모는 2001년에 100억 달러, 2004년에 200억 달러, 2006년에 300억 달러를 상회했으며, 2007년에 480억 달러로 연속적으로 사상 최대치를 갈아치우면서 2010년 목표액 600-800억 달러의 달성이나 혹은 초과달성도 예상된다. 양국의 투자협력은 기대치만큼 발전하지 못했으나 최근 쌍방향의 투자가 증가하는 추세를 보이고 있다. 2020년 중국의 대러시아 투자 120억 달러의 목표치도 초과 달성될 것으로 예상된다. 양국의 전 방위적 협력 강화의 동인은 기타 주요국들보다 거래비용(transaction cost)이 적다는 데에 상당부분 기인하고 있다. 양국의 협력 협정은 기타 주요 서방국가와는 달리 주로 국가(중앙 및 지방정부)간 혹은 국영기업간 협력이 주를 이루고 있어 야당(또는 야당에 준하는 기구)이나 국회비준 혹은 국민적 여론 수렴 등의 절차와 여러 비용이 거의 제로에 가깝기 때문이다. 러시아와 중국의 경제교류에서 가장 중요한 요소는 고위급 정치가와 실무자 및 기업가의 유기적 관계를 유지하는 기구나 제도의 확립이다. 그 예로써 정례적인 정상회의(SCO와 APEC 정상회담과 별도), 총리회의, 부문별 국가관료회의, 지방정부간 협력회의, 경제투자 박람회와 포럼 등을 들 수 있다. 이를 통해 교역 증진과 투자 상담 등이 이루어지고 있다. 러․중 교류협력이 우리에게 주는 시사점은 정부간 협력의 정례화라고 할 수 있다. 한․러 경협에서 무역협력도 중요하지만, 러시아 정부의 권위주의적 국가 의사결정 구조란 것을 고려할 때 투자협력과 자원협력의 필요성과 정부와 민간 차원에서 긴밀한 협력과 유대관계가 절대적으로 필요하다.
Abstract
The purpose of this paper is to make a comprehensive analysis of the economic cooperation between Russian and China. This paper roughly consists of four parts―preface, the current situation, prospects, and their implications for the economic cooperation (especially trade and investment) between Russian and China. Russia shares both geographical proximity and an ideal complementary economic relationship with China, especially the industrial structure and production factors. Consequently, the two countries have great potential for mutual economic cooperation. Recently this potential has been realized; the international trade between Russia and China has grown rapidly over recent years, with China emerging as Russia's second largest trading partner after the European Union. The amount of international trade between Russia and China is expected to double from 334 billion dollars in 2005 to 60-80 billion dollars by 2010. But the levels of foreign direct investment(FDI) between the two countries are still low in absolute terms, though recently the bilateral FDI cooperation between Russia and China has increased at a faster tempo. China will invest 12 billion dollars in Russia by 2020. Despite a rapid increase in its trade with Russia, China has mainly exported consumption and production goods, which have less added value, or cooperated with Russia in human resources, especially in frontier trade, logging and timber processing. Gradually, it is changing gears to intensify omni-directional cooperation with Russia, and enhance cooperation in industrial sectors with high added value, such as the automobile industry. At the same time, sharing geographical proximity, China and Russia are especially interested in working together to develop Siberia and the Far East or China’s Northeastern region with a view to achieving balanced land development. In conclusion, the present author suggests the implications for strengthening the Russian-Chinese relations in the light of Russian or Chinese economic development. Furthermore, Russia and China will avoid too much dependence on each other, but both stand to harvest huge benefits if they adopt an approach based more on economic cooperation and less on competition for power.
