초록

본연구의 목적은 전략동반자관계의 개념과 특징에 대한 분석을 통해 전략동반자관계가 중러 경제관계(교역과 에너지)에서 어떻게 작용하고, 또 그 한계가 무엇인지를 고찰하는 것이다. 특히 전략동반자관계의 주요 특징인 제도화, 전략성, 전면성 등이 중러 경제교역과 에너지협력의 추진과정에서 어떻게 드러나고 있고 그 한계를 무엇인가를 지적할 것이다. 경제관계는 중러관계에서 상대적으로 가장 낙후된 영역으로, 양국정부는 전략동반자관계의 틀을 통해 경제협력의 증진을 시도하고 있지만, 그 성과는 그다지 크지 않다. 양국정부는 양국이 진정한 전략동반자관계로 발전하기 위해서는 경제영역에서 협력 강화가 필수적이라고 인식하고 있다. 따라서 그러나 경제영역에서 양국은 필요성에 대한 인식은 공유하지만 그에 대한 구체적 실천의 측면에서는 이해관계를 달리 하는 경우가 많다. 결국 중러 교역과 에너지문제 해결의 과정에서 보면 전략동반자관계의 핵심적 특징인 제도화, 전면성, 전략성 등의 역할은 부분적이라 할 수 있고, 오히려 그 한계로 지적되는 ‘비구속성’이 보다 잘 드러나고 있다. 따라서 중러 양국은 경제관계에서 이해관계의 대립을 해결하는 과정에서 주로 전략적, 전면적 고려보다는 경제적 이익에서 접근하고 있다.

Abstract

Sino-Russian Strategic Partnership and Economic Relations Yoo, Dongwon(Korea National Defense University) This study examines Sino-Russian economic relations(trade and energy field) on the basis of strategic partnership. Strategic partnership is an institutional form of joint efforts countries undertake in key areas in the long term on the basis of agreements. Sino-Russian economic cooperation lags far behind the two states' political declarations about "strategic partnership." Notwithstanding tremendous long-term potential, institutional cooperation in bilateral trade and oil sector still remain unfulfilled and limited. Sino-Russian economic partnership combines the elements of mutual dissatisfaction, lack of complete trust on one hand, and the need to find mutually acceptable solutions within the framework of strategic partnership on the other hand. The breakthrough economic meetings failed to produce meaningful results, whereas a more conservative steps approach did generate some progress in bilateral trade and oil sector. Still, it is difficult to match China's exploding demand for energy with Russia's own desire for economic development.
