“전문성”에 대한 지방공무원의 인식 연구 -서울시 공무원을 중심으로-

초록

지금까지 공공부문이나 공무원에 요구되는 전문성에 대해 규범적이고 선언적인 수준에서 많은 관심과 노력을 기울여 왔지만, 전문성 함양의 구체적 대상인 공무원들이 인식하는 전문성의 개념 분석은 많은 관심을 받지 못해왔다. 본 연구는 공무원이 인식하는 전문성의 의미를 이해함으로서 공무원에 대한 전문성 개념의 현실 적응력과 수용성을 높이고 공무원의 전문성 제고를 위한 대안을 마련함에 있어 유용한 시사점을 제시하는 데 목적을 두고 있다. 이번 연구결과를 통해서 볼 때, 공무원들은 전문성과 관련하여 특정 분야에 대한 전문지식뿐만 아니라 이를 기반으로 통찰력과 구체적인 문제해결능력을 갖는 것으로 인식하고 있음을 확인할 수 있었다. 이러한 점에서 공무원들은 전문성을 인식적이고 과정적이며 단순한 학습대상으로서가 아닌 특정분야에 대한 전문지식과 오랜 경험을 통해 구체적인 문제해결능력을 갖는 보다 광의의 개념으로 인식하고 있다는 점에서 공직사회가 지향 할 전문성의 방향을 제시하고 있다. 이러한 공무원의 전문성 함양을 이루어지기 위해서는 채용뿐만 아니라 승진, 보직관리 등 전반적인 인사관리에 있어서 전문지식과 문제해결역량을 강화하는 계기를 만들어야하며 이를 구현하기 위해서는 교육훈련뿐만 아니라 전문성을 승진의 중요한 기준으로 활용해야 한다는 점을 실증적으로 보여주고 있다. 본 연구결과가 지방공무원의 전문성을 높이는 계기가 되기를 기대한다.

Abstract

Many scholars have been paid much attention to the expertise of the public officials working in the public sectors, but most of the attention was focussed on the normative and declaratory perspective of it. Whereas, the endeavors to analyze the concept of expertise has little interested in analyzing and understanding of it from the public officials' perspective. This study has to aim to understand the concept of expertise from the public officials' perspectives and then to improve the adaptability and acceptance of the concept of expertise in real world. This study also has purpose to provide some useful implication to prepare alternatives that increase the expertise of the public officials. The results of this research show that the public officials perceive the expertise as having the specialized knowledge on the specific fields and having the intuition as well as the ability of problem-solving. Based on these research results, the public officials acknowledge the concept of expertise from the broad concept including such as specialized knowledge on specific fields and the ability of problem-solving, rather than perceiving the concept of expertise from the procedural, cognitive, and even the target of learning perspective. This research result, therefore, provide the direction of the expertise to which public sector has to aim. To increasing the expertise of the public officials, the expertise such as specialized knowledge and the ability of problem-solving should be considered as essential factors in the processes of recruitment, promotion and job positioning. I will expect that this study will be a momentum to do further researches on the expertise of the public officials.
