본 연구의 목적은 지방정부의 관변단체 지원예산의 영향요인을 밝히는 것이다. 관변단체에 대한 선행연구들은 관변단체 등장배경, 역할, 재편방안 등에 초점이 맞추어져 있어 경험적 자료를 실증한 연구는 부족하였다. 이에 본 연구는 기초지방정부를 대상으로 정보공개청구를 통해 2023년 관변단체 지원예산의 현황을 파악하였다. 선행연구 검토를 통해 도출한 관변단체의 정치적･행정적 역할이 지방정부의 관변단체 지원에 어떠한 영향을 미치는지에 대해 분석하였다. 분석결과, 관변단체 지원에 영향을 미치는 요인은 단체장 정당(+), 인구밀도(-), NGO수(-), 고령인구비율(+)로 나타났다. 이중 인구밀도와 NGO수는 다양한 유형의 관변단체에서도 모두 일관된 결과를 나타내 관변단체 지원의 핵심요인으로 보인다. 또한 관변단체별로 영향요인이 상이하였는데, 이는 지방정부가 인식하는 관변단체의 기능에 따라 지원에 차이가 있을 수 있음을 보여준다.
Abstract
The purpose of this study is to identify the determinants of support for government-organized non-government organizations (GONGOs) by local governments. Previous studies on GONGOs have focused on their background, roles, and reorganization plans; however, little attention has been paid to empirical research. In this article, we collected information about the support budget for GONGOs in 2023 by requesting data from local governments. We derived two functions of GONGOs—political and administrative—from the literature review and analyzed how these functions impact support from local governments. The results show that the determinants of support for GONGOs include the political party affiliation of the local government head (+), the population density (-), the number of NGOs (-), and the proportion of the population over 65 (+). Population density and the number of NGOs consistently show a significant relationship with GONGO support throughout the analysis. The variation in influencing factors among different GONGOs suggests that local governments may vary their support based on their perspectives on the functions of each GONGO.
