이 연구의 목적은 충청남도를 사례로 하여 사회포용과 지역발전의 관계성을 규명하는 것이다. 구체적으로 사회포용의 실태와 함께 사회포용이 경제성장과 사회통합으로 정의된 지역발전에 미친 영향력을 분석했다. 사회포용의 대상은 내부(여성, 아동･청소년, 노인, 장애인) 및 외부(외국인 노동자, 결혼이주민, 북한이탈주민)로 구분했고, 분석을 위한 자료는 2017~2021년 간 충남사회조사와 충남통계연보 자료를 이용해 15개 시도별 패널데이터를 구축하여 활용하였다. 주요 연구결과는 다음과 같다. 첫째, 최근 5년간 충남의 사회포용은 지속적으로 악화되고 있다. 특히 내부 사회포용 보다 외부 사회포용이 더 크게 감소하고 있다. 둘째, 패널회귀분석 결과에 의하면 사회포용은 인구증가에 영향을 미치지 않는 것으로 나타났지만, 경제성장과 사회통합 개선에 유의미한 영향을 미치고 있었다. 구체적으로 사회포용은 GRDP의 성장과 공동체 소속감 개선, 범죄안전 개선, 그리고 사회안전 개선에 긍정적인 영향을 미치는 변수이다. 그리고 내부 사회포용은 인구의 순이동을 감소시키지만, 공동체 소속감을 촉진하고 있었다. 끝으로 외부 사회포용은 순이동 증가에 긍정적인 영향을 미치는 것으로 나타났다.
Abstract
The purpose of this study is to investigate the relationship between social inclusion and regional development using Chungcheongnam-do as a case study. Specifically, the study analyzes the actual status of social inclusion and its impact on regional development, defined as economic growth and social integration. The targets of social inclusion were divided into internal (women, children and youth, the elderly, and the disabled) and external (foreign workers, marriage migrants, and North Korean refugees), and the data for the analysis were the Chungnam Social Survey and the Chungnam Statistical Yearbook for the period 2017-2021, using panel data for each of the 15 provinces. The main findings are as follows. First, social inclusion in Chungnam has continued to deteriorate over the past five years. In particular, external social inclusion has declined more than internal social inclusion. Second, the panel regression results show that social inclusion has no effect on population growth, but it has a significant effect on economic growth and improved social integration. Specifically, social inclusion has a positive effect on GRDP growth, improved sense of community belonging, improved crime safety, improved social safety. Internal social inclusion reduces the net migration of the population but promotes a sense of community belonging. Finally, external social inclusion positively affects the growth of net migration.
