Abstract

This study explores the concept of immigrant social integration and emphasizes the importance of developing indicators to measure it. Immigrant social integration refers to the harmonious interaction and integration of immigrants and the host society in social, economic, cultural, and political domains, with the protection of basic rights and the formation of social relationships being central elements. Based on the definition proposed by Yumin Yi et al. (2021), this study defines the integration process as one grounded in mutual respect and solidarity between immigrants and Korean nationals, where immigrants fulfill their responsibilities as members of society, and Korea guarantees their fundamental rights and provides necessary foundational environments. Furthermore, the study highlights the significance of developing an Immigrant Social Integration Index in four aspects. First, it enables the identification of the current state and issues of social integration and facilitates comparisons and analyses across regional, national, and international levels. Second, it serves as a measurement and diagnostic tool tailored to the unique characteristics of Korea, addressing the limitations of existing international indices. Third, it provides a basis for setting policy directions and identifying challenges by comparing Korea’s performance with that of other countries. Fourth, it supports policy improvement and goal-setting through regional monitoring and consulting, leveraging the index to assess integration levels and identify areas requiring attention. In conclusion, the Korean Immigrant Social Integration Index is discussed as a valuable tool for enhancing the effectiveness of social integration policies, evaluating outcomes, and proposing alternatives. This approach aims to improve the level of immigrant social integration in Korea and contribute to sustainable societal development.
