본 연구는 기초지방자치단체를 대상으로 사회적 약자 관련 조례제정 현황을 지역별로 비교분석하고, 조례에 근거한 이 프로그램들이 사회적 약자의 사회적 배제 완화에 기여할 수 있는지에 대한 내용분석도 함께 실시하였다. 사회적 약자란 장애인, 아동청소년, 여성, 노인, 그리고 기타 그룹이며, 기타 그룹에는 다문화가정, 탈북주민, 비정규직, 제대군인, 성적소수자, 병력자를 의미한다. 분석 결과 사회적 약자 프로그램도 관심수준이 높은 대상과 그렇지 않은 대상이 있었다. 도입 수준을 보면 재향군인 예우 및 지원 프로그램을 제외하고 기초자치단체의 도입비율이 매우 낮았다. 다문화가정 지원의 경우 전국 기초자치단체의 도입비율이 50%선에 근접한 상태이지만 나머지 프로그램은 그 비율이 20% 내외 수준이었다. 그러나 성적소수자 및 병력자 지원 프로그램은 전무한 상황이었다. 장애인 프로그램은 사회적 배제 완화와 연결되는 프로그램이 대부분이어서 사회적 약자 프로그램으로서의 적합성이 높았다. 그러나 여성이나 아동의 경우 폭력방지 프로그램을 제외하면 의미있는 프로그램이 없었다. 노인 지원 프로그램의 경우 효도수당처럼 대가족에 대한 지원은 있지만 조손가정의 사회적 배제완화 같은 프로그램은 취약한 수준이었다.
Abstract
This study was designed to explore local governments’ program availability for vulnerable population based on their ordinance legislation information. In addition, this study conducted a simple content analysis whether or not these program included specifications alleviating social exclusion. In this study, social vulnerable population referred to the handicapped, women, children, the elderly,and other groups including nternational marriage couples, North Korean defectors, non-regular workers, veterans, homophiles and suffers from AIDS and a Hansen’s bacillus. Veteran’s program was the most frequently chosen program. Out of 228 local governments, some 50 percent have adopted the programs for international marriage couples, but those for North Korean defectors was around 20 percent. However, none adopted programs for homophiles and suffers from AIDS and a Hansen’s bacillus. The most various programs have been developed for the handicapped, and most of these programs were closely related to the alleviation of social exclusion. Some 20percent of local governments adopted a violence prevention program for women and children, but this program was the only one for them. Cash allowances for the elderly’s longevity were available in about 25 percent of the local governments, however they were not related to the alleviation of their exclusion.
