외국인 이주자와 지역경제성장과의 관계: 외국인정책 재정지출의 조절효과를 중심으로

The Relationship between Foreign Immigrants and Regional Economic Growth: Focusing on the Moderating Effect of Foreigner Policy Fiscal Expenditures

본 연구는 외국인 이주자 유형별로 지역경제성장에 미치는 영향과 이러한 영향 관계에서 지방자치단체 외국인정책 재정지출의 조절효과를 분석하였다. 이를 위해 2012년부터 2019년까지 226개 기초자치단체의 횡단면과 시계열 데이터를 이용하여 패널회귀모형을 통해 분석하였다. 분석 결과, 외국인 이주자 유형 가운데 비전문취업집단과 방문･동거집단은 지역 경제성장에 정(+)의 영향을, 외국국적동포집단은 부(-)의 영향을 미치는 것으로 나타났다. 그러나 교육배경집단, 전문취업집단, 거주･영주집단, 결혼이민집단의 기여는 통계적으로 유의하지 않았다. 외국인정책 재정지출의 조절효과는 전문취업집단과 거주･영주집단이 지역경제성장에 미치는 영향 관계에서 유의하였는데, 외국인정책 재정지출은 거주･영주 집단과 지역 경제성장 간의 정(+)의 영향 관계를 강화하는 것으로 나타났으나, 전문취업집단과 지역경제성장 간의 관계에서는 정(+)의 영향 관계를 오히려 약화시키는 것으로 나타나서, 외국인 집단 간에 외국인정책 재정지출의 조절효과는 상이한 것으로 나타났다. 이러한 분석결과는 단순한 외국인 이주자, 재정지출 각각의 증진이 중요한 것이 아니라, 외국인 이주자의 특성에 맞는 외국인정책 재정지출이 요구된다는 것을 의미한다.

Abstract

This study analyzes the impact of different types of foreign migrants on regional economic growth and examines the moderating effects of local government fiscal expenditures on foreigner policies in this relationship. Using panel regression models, the analysis was conducted with cross-sectional and time-series data from 226 local governments between 2012 and 2019. The results revealed that among foreign migrant types, the unskilled labor groups and visit/dependent family groups positively impact regional economic growth, whereas the overseas ethnic Korean group has a negative impact. However, the contributions of groups categorized by educational background, skilled labor, permanent residence, or marriage migration were not statistically significant. The moderating effect of fiscal expenditures on foreigner policies was significant in the relationship between skilled labor and permanent resident groups and regional economic growth. Specifically, fiscal expenditures strengthened the positive relationship between permanent residents and regional economic growth, but weakened the positive relationship between skilled labor group and regional economic growth. This indicates that the moderating effects of fiscal expenditures on foreigner policies vary across migrant groups. These findings suggest that enhancing foreign migration or fiscal expenditures alone is insufficient. Instead, fiscal expenditures must align with the characteristics of each foreign migrant group to be effective.
