Abstract
This study sets the participation rate of community self-governance councils as a quantitative indicator, specifically the number of council members, and investigates the factors influencing it through multiple linear regression analysis. The results showed that the maximum number of council members regulated by ordinances, the first community self-governance councils established in each local government, social bonds, distances between residents, administrative districts (eup, myeon, and dong), and population size all had a significant impact at the 5% significance level. Additionally, the proportion of the participatory budgeting system showed significance at the 10% significance level. On the other hand, the budget size of the community self-governance councils, gender ratio, and average age were not significant. Based on the analysis results, this study derives three policy implications. First, local government ordinances related to community self-governance should consider increasing or abolishing the regulation of the number of members in the councils. Second, if considering the anchoring effect, local governments starting new pilot projects should consciously secure as many members as possible for the first community self-governance councils, and the Ministry of the Interior and Safety's standard ordinance should avoid providing specific guidelines regarding the number of members. Third, to minimize the cost of participation, rural areas with large distances between residents may consider organizing community self-governance councils based on criteria outside administrative districts, such as by village or neighborhood.
