플라톤은 『국가』편에서 반(反)민주주의자가 되기를 결코 중단하지 않는다. 그의 민주주의에 대한 비판은 신랄하다. 그러나 그의 민주주의에 대한 비판은, 포퍼가 주장하는 것처럼, 열린사회의 적으로서의 독단적 비판으로 보기 어렵다. 『국가』편에서의 민주정에 대한 비판은 비합리적이며 탐욕적이고 무제한적인 자유를 추구하는 군중 지배(ochlokratia)에 대한 비판이기 때문이다. 이와 달리 플라톤의 후기 대화편 『법률』(Nomoi)편은 플라톤의 민주주의에 대한 변화된 모습을 보여준다. 이 대화편에서 플라톤은 이성의 척도에 따른 자유원리가 반영된 민주정을 차선의 정체를 구성하는 혼합정체의 일종으로 도입하고 있기 때문이다. 플라톤의 민주정에 대한 비판은 그 조준이 민주주의 자체(per se)에 겨냥된 것이 아니라, 어떤 종류의 자유개념에 근거한 민주주의인가에 맞추어진 것이다. 본 글은 『국가』편과 『법률』편에 나타난 민주정의 자유원리가 민주정의 인간이 추구하는 쾌락이나 욕망과 맺는 상관관계를 규명함으로써 플라톤의 민주정에 대한 비판을 보다 분명하게 해명하는 것을 목적으로 삼는다. 이를 위해 먼저 플라톤 『국가』편의 ‘국가-배 비유’와 아리스토파네스의 『기사』편에서 희화화되고 있는 데모스의 욕망의 문제점이 무엇인지 살펴본다. 다음으로 『국가』편 8권에 나타난 플라톤의 민주정 비판이 자유원리에 조준되어 있음을 밝히고, 자유의 세 가지 종류 중 엑수시아(exousia)적인 자유개념이 민주정의 인간이 추구하는 과도한 쾌락이나 욕망을 규정짓는 핵심적 원리가 됨을 고찰할 것이다. 이후에 『법률』편에 나타난 플라톤의 민주정에 대한 상대적인 수용을 자유원리의 관점에서 살펴보고, 결론부분에선 플라톤의 민주주의에 대한 비판이 현대 민주주의의 위기와 관련하여 함의하는 현재적 적실성을 짚어볼 것이다.
Abstract
In the Republic Plato never ceases to be an antidemocrat. His criticism of democracy is severe. Unlike K.R.Popper’s famous critic to Plato’s political philosophy, however, Plato’s view of democracy could not be considered as a dogmatic criticism. In the Republic Plato’s attack on democracy is heading for the ochlocracy, i.e., the rule by the mob that seeks for an irrational and greedy freedom. Compared to the Republic, in his final text, Laws Plato shows the more positive view of democracy. For he presents democracy and monarchy as the mixed constitution which is the best possible state. That is, Plato recognizes democracy as playing an essential role based on the true freedom. Plato’s criticism against democracy is not the democracy per se, but a kind of democracy in relation to freedom. This article aims to illuminate Plato’s criticism of democracy by examining the interrelationship between the principle of democratic freedom and democratic man’s desires or pleasure in the Republic and the Laws. In order to achieve this work, firstly I investigate the Ship of State analogy in the Republic 6 and the desires of the Demos in Aristophanes’ Knights. Then, after analyzing three kinds of democratic freedom, I focus to illuminate the exousia-freedom, i.e., ‘the power to do as one likes’ for an essential principle that determines an excessive pleasure or desires of the democratic men. Next, continuously in examining Plato’s relative positive acceptance of democracy in the Laws in the light of freedom principle, lastly I grove for the contemporary relevance of Plato’s criticism of democracy in relation to the today’s crisis of democracy.
