이 논문은 '국가'에 제시된 플라톤의 민주정 비판을 재해석하면서 왜 민주주의가 당대 지식인들에게 환영받지 못했는가를 살펴보고, 그의 이상 국가 구상에 대한 음미를 통해 ‘정치’와 ‘통치자’에 대한 새로운 조망을 얻으려는 작업이다. 『국가』 6권의 배 비유에서 플라톤의 민주정 비판은 분업과 전문화 원리가 유독 정치에는 적용되지 않는다는 것, 따라서 공적 사안의 결정이나 도덕적 판단이 이성적이지 못하고 적절한 교육도 못 받은 선동가들과 그들에게 휘둘리는 다수 대중에 맡겨져 있다는 것에 초점이 맞추어져 있다. 또 8권에서 그는 이런 욕망의 정치, 비이성적 지배의 결과가 다름 아닌 노예화라고 경고한다. 이로부터 그는 정치를 공동체 구성원들을 최대로 훌륭하고 정의롭게 하는 활동으로 규정하고, 좋음의 이데아를 인식한 철인이 다스리는 이상 국가를 구상함으로써 민주정의 한계를 넘어서고자 했다. 정치가 수의 문제가 아니라 이성과 교육의 문제이며, 정의가 실현되는 국가란 얼마나 많은 사람이 정치에 참여하는가가 아니라 과연 전문적 자질을 갖춘 사람들이 정치에 종사하는가, 그들의 통치가 이성적으로 이루어지는가에 좌우된다는 플라톤의 주장은 오늘날 민주주의가 안고 있는 이론적, 실천적인 문제들의 근원과 해결책을 헤아리는 데 유용한 통찰을 제공한다.
Abstract
The purport of this paper is to reinterpret Plato's criticism against democracy presented in the Republic in order to examine why democracy was not welcomed by intellectuals of those days, and to search for the new outlook on politics and the ruler by appreciating his vision of the ideal state. In the ship metaphor appeared in the Republic Book 6 Plato criticizes against the Athenian democracy in that the principle of labor division and professionalization is not applied to politics, and that the decision of public affairs and the moral judgment are left in the hands of the demagogues who are not rational and educated enough and the multitude who are swayed by them. And in Book 8 he warns us that the result of such politics of appetite and irrational rule is none other than enslavement. On the basis of these, he defines politics as the activity to make the members of community as best as one could, and tries to overcome the limitations of democracy by conceiving the ideal state which is ruled by the philosophy-ruler who has recognized the Idea of Good. In his vision, politics is not the problem of number but of reason and education, and the realization of justice in a state depends not on how many people participate in politics but on whether the persons endowed with professional skill are engaged in politics, and whether their rule is performed rationally. Such conception of politics and the ruler provides us a useful insight for searching for the origins and solutions of the theoretical and practical problems of democracy.
