21세기를 맞이하여 오스트레일리아는 국가 수준의 교육과정을 개발하여 학교 현장에 적용하기 시작하였다. 지리 교육과정도 2013년 5월에 고시되었다. 오스트레일리아 국가 수준 교육과정은 핵심역량 기반 교육과정, 단계별 개발 방식을 취하며 유연성을 가진 온라인 교육과정이라는 특징을 지닌다. 더 중요하게는 학습영역(learning areas)-일반능력(general capabilities)-범교과적 우선사항(cross-curriculum priorities)이라는 세 가지 범주로 구성된 3차원적 교육과정이라는 특징을 지닌다. 이때 핵심역량은 7개의 일반능력(문해력, 수리력, ICT 능력, 비판적·창의적 사고, 윤리적 이해, 개인적·사회적 능력, 간문화적 이해)으로 교육과정에서 명시적으로 제시된다. 국가 수준 지리 교육과정은 ‘지리적 지식 및 이해’, ‘지리적 탐구 및 기능’이라는 2개의 스트랜드를 중심으로 구성하면서 역량을 그 속에 녹여서 반영하는 방식을 보여준다. ‘지리적 지식 및 이해’ 스트랜드의 내용 변화에 따라 각 학년별로 구체적인 설명이 제시되고, ‘지리적 탐구 및 기능’ 스트랜드도 학년군(2개 학년씩)별로 제시되고 있다. 오스트레일리아 지리 교육과정은 범교과적 핵심역량이 어디서 어떻게 관련되는지도 명시적으로 제시하지만, 여기에 더하여 지리 교과의 핵심개념(장소, 공간, 환경, 상호연결성, 지속가능성, 스케일, 변화) 및 핵심기능(관찰·질문·계획; 수집·기록·평가·재현; 해석·분석·결론 도출; 의사소통; 반성 및 대응)을 제시하고 학년별 중점주제와 핵심질문들을 중심으로 내용을 조직함으로써 학년별 범위와 계열을 명확하게 파악할 수 있도록 하는 점도 주목할 만하다.
Abstract
Australia has been undertaking a number of projects that contribute towards the Foundation to Year 12 Australian Curriculum, which is characterized as a national-level, competency-based curriculum as well as 3-dimensional, online curriculum. General capabilities are a key dimension of the Australian Curriculum: Literacy, Numeracy, ICT capability, Critical and creative thinking, Personal and social capability, Ethical understanding and Intercultural understanding. They encompass knowledge, skills, behaviors and dispositions that, together with curriculum content in each learning area and the cross-curriculum priorities, will assist students to live and work successfully in the twenty-first century. ‘The Foundation to Year 10 and senior secondary Australian Curriculum: Geography’ was published in 2013. General capabilities are addressed in geography curriculum and are explicitly identified in the learning area content descriptions and elaborations. The content of the Australian Geography Curriculum is organised into two interrelated strands: Geographical knowledge and understanding and Geographical inquiry and skills. It is notable that the structure, the scope and sequence of the Australian Geography Curriculum is well-organized.
