미국 노스캐롤라이나 주의 교육과정- 핵심역량 관점에서의 해석과 지리교육적 함의 -

초록

이 연구의 목적은 미국 노스캐롤라이나 주의 교육과정을 역량기반 관점에서 해석하여 그 특징을 도출하는 것이다. 나아가 그것이 우리나라 지리교육과정 개발에 어떠한 함의를 줄 수 있는지에 대해서 토론하고자 한다. 최근 개편된 노스캐롤라이나 주의 교육과정은 영어와 수학은 공통핵심기준, 나머지 과목들은 노스캐롤라이나 필수기준에 따라 조직된다. 영어공통핵심기준은 교과 역량으로 이해될 수 있는 앵커 기준에 따라 전 교육과정이 체계화되고, 지리를 비롯한 사회과 문해력과 관련된 기준을 포함하고 있다는 점이 특징적이다. 노스캐롤라이나 필수기준에서 지리과와 관련되는 것은 사회 필수기준인데 K-8 학년까지는 사회, 9-12학년에서는 21세기 글로벌 지리라는 과목에서 지리 관련 내용이 다루어진다. 본 연구에서는 노스캐롤라이나 주의 교육과정 특징을 교과 역량 중심, 교육과정 구조의 체계화와 계열화, 심화 학습을 위한 내용 축소, 통합적 관점으로 파악하였다. 나아가 이 연구에서는 교과 역량 중심의 노스캐롤라이나 주 교육과정이 역량기반 논의를 지리교육에 수용하는 현실적 전략일 수 있음에 주목하고 역량이라는 용어의 명시적 사용, 지리 교과 고유 역량 도출, 구체적 수업 전략 개발에 대한 관심이 필요함을 제안하였다.

Abstract

The purpose of this study is to investigate the curriculum of North Carolina in the USA from the competency-based perspective and to understand its characteristics. Furthermore, this research aims to discuss the implications the North Carolina curriculum can provide to the development of the geography curriculum in Korea. Recently reformed North Carolina’s curriculum is composed of the Common Core State Standards for English and Math, and the North Carolina Essential Standards for other subjects. The English Language Arts Standards are structured based on the Anchor Standards which can be understood as subject competency. In addition, interestingly, they include standards for Literacy in Social Studies which are likely to be relevant to the geography curriculum. In the North Carolina Essential Standards, the Social Studies Essential Standards are related to the discipline of geography, which provide guidelines for the subject of Social Studies from K-8 and 21st Global Geography from 9-12. This study summarizes the characteristics of the North Carolina curriculum as follows: 1) focus on subject competency, 2) systematic sequence of the content, 3) reduction of content for deep learning, and 4) integrative perspective. Furthermore, this research argues that the curriculum of North Carolina based on subject competency offers a practical strategy to incorporate the idea of competency-based curriculum to the geography curriculum, and notes the necessity of 1) the explicit use of the term, competency, 2) the establishment of geography subject competency, and 3) the development of concrete instructional strategies.
