Abstract

As an attempt to provide an alternative explication as to the generalization of majority rule in the modern times, this study begins with the following question: How have the opinions of the many, traditionally discriminated and humiliated in relationship with truth of the few elites, overcome this subjugation and come to hold decisive authority over the important issues of a community? It first analyzes the existing theories from Locke’s and Rousseau’s to the epistemic conception of democracy, and examines their criticisms, delineating their limits. This study locates an alternative rationale in the history of philosophy: the traditional dichotomy of truth and opinion dissembled and all the knowledge became opinions. And the values of each opinion came to rely on how many people it could persuade through discussions. The majority rule, conceived in this meta-knowledge transformation, has brought into being, interacting with such historical factors as the bourgeois revolutions, democratization, human rights. The meanings and dangers of majority rule revealed in this genesis are discussed to locate its implications for today’s democracy.
