본 연구는 교사의 통합사회 과목 수행평가 계획에 관련되는 외부 영향의 내용과 교사의 수행평가 계획의 주요 내용에서나타나는 문제를 분석하였다. 분석 결과를 정리하면 다음과 같다. 먼저, 교사의 통합사회 수행평가 계획에 대한 외부의 영향은국가 수준의 법령-교육부-시･도 교육청으로 하향하며, 이들의 문서에서 명시하는 중점 사항은 학교의 ‘학업성적관리규정’으로집약되었다. 이들에서 제시된 중점 사항은 모든 교과에서 준수해야 할 일반적인 지침이다. 둘째, 2023학년도 A 지역 54개 일반고등학교 ‘통합사회 과목의 수행평가 계획’을 분석한 결과, 특정 시기에 집중되는 수행평가, ‘평가 영역’에 대한 혼돈과 인식 부족, 수행평가를 위해 재구조화한 평가 기준 부재, 채점기준과 성취수준에 대한 이해 부족의 문제를 발견했다. 이들 문제의 대부분은 국가 교육과정이나 관련 지침에서 용어 사용의 혼란에서 비롯된 것이지만, 수행평가에 대한 교사의 인식이나 이해 부족도 주요 문제로 나타났다. 무엇보다 수행평가의 수행 주체인 학습자가 잘 이해할 수 있도록 명확하고 체계적인 평가계획이 수립되고 공시되어야 수행평가의 공정성･객관성･타당성을 확보할 수 있다는 점에서 이러한 문제는 시급히 개선되어야 한다.
Abstract
This study examined the content of external influences related to the teacher’s performance assessment plan for the integrated social studies and the issues that appear in the main contents of the teacher’s performance assessment plan. The results of the analysis are summarized as follows: First, the external influence on the teacher’s performance assessment plan was lowered to the national level, including laws, the Ministry of Education, and the metropolitan and provincial offices of education. The emphasis outlined in their documents was concentrated in the schools’ academic performance management regulations. These regulations provide general guidelines that must be followed across all subjects. Second, an analysis of the ‘Performance Assessment Plan’ for 54 general high schools in region A in 2023 identified several issues, including performance assessments focused at specific times, confusion and lack of clarity regarding the ‘realms of assessment’ insufficiently restructured standards for performance assessment, and limited understanding of rubrics and achievement levels. Many of these issues stem from inconsistencies in the terminology used in the national curriculum or related guidelines, but a significant factor was teachers’ lack of awareness or understanding of performance assessment. Above all, it is essential to establish and disclose a clear and systematic assessment plan to ensure that learners, as the subjects of performance assessment, can fully understand the process. This is critical for guaranteeing the fairness, objectivity, and validity of performance assessment.
