냉전체제의 해체와 세계화의 확산 그리고 대한민국․조선민주주의인민공화국을 중심으로 한 동북아와 지구촌 정세의 급변은 한반도의 분단과 민족문제의 주도적 해결에 대한 보다 적극적이고 새로운 통일전략의 접근법을 요구하고 있는 실정이다. 하지만 한반도 평화통일의 대내외적 노력의 현주소는 어떠한가? 최근 통일담론은 과거처럼 정권유지의 수단이 아닌 창의적인 통일정책의 추진과 더불어 민의를 적극 수렴하는 시민참여적인 통일담론의 확산 및 지구촌 주변국들의 통일에 대한 협력적 지원프로그램의 창발적인 유도가 가능한 수준인가? 이러한 관점에서 필자는 본고에서 제주도 예멘 난민사태를 중심으로 한반도 분단체제의 극복에 필요한 예측 불가능한 사태의 준비과정의 한 단계로서 규범적 차원의 우선성 원칙을 제시해 보고자 한다. 필자는 이런 문제의식을 바탕으로 1) 만연된 난민과 관련된 부당한 오해의 불편한 진실을 검토하고, 2) 예멘난민사태에 대한 올바른 원칙의 확립필요성과 현재진행중인 한반도 분단체제의 해결방안을 모색하기 위한 다각적인 노력과정의 방향을 강조함과 더불어, 3) 끝으로 향후 포괄적 난민사태의 인도적 해결과 그 지향점이 어떻게 한반도 분단체제의 극복에 일조할 수 있는 디딤돌인지를 조명함으로써 다가올 한반도의 평화적 통일담론의 활성화에 기여하고자 한다.
Abstract
The disintegration of the Cold War system and the proliferation of globalization and the sudden change of Northeast Asia and global hegemony situation in the center of Republic of Korea and the Democratic People’s Republic of Korea demand a more active and new approach to peaceful unification strategy and the dominant solution for the division of the Korean Peninsula. But what is the current status of the efforts of peace and reunification on the Korean peninsula? At least recently, the discourse of unification is not a means of maintaining the regime as in the past, but it is possible to induce a cooperative support program for the unification of the neighboring countries of the world and the spread of the citizen-participatory unification discourse that actively collects the people’s rights as well as the promotion of creative unification policy? From this viewpoint, I would like to here present the principle of normative priority as a one step in the preparation of the unpredictable situation needed to overcome the Korean Peninsula division system centering on the affair of Yemen refugee in Jeju Island. I will look at the following especially three problems in this paper, namely 1) The uncomfortable truths of unjustified misunderstandings related to rampant Yemen refugees, 2) the necessity of establishing the right principles for the multifaceted situation of Yemen refugee, and 3) Finally, the illuminating how humanitarian settlement of comprehensive refugee situations will be a stepping stone to overcome the Korean peninsular division system. Based on this understanding, I intend to contribute to the revitalization of the peaceful unification discourse on the Korean Peninsula.
