제주 예멘 난민사태와 인간안보: 사회통합방안을 중심으로

본 연구의 목적은 2018년 제주 예멘 난민사태를 계기로 우리 사회에 촉발된 난민관련 논쟁과 갈등의 원인을 파악하고, 이에 대한 사회통합의 방향을 인간안보 차원에서제시하려는 것이다. 한국은 아시아 최초로 2012년 난민법을 제정하여, 난민과 관련된제도적 장치가 있음에도 불구하고 2018년 6월 제주도에서 예멘 난민사태가 야기되었다. 예멘 난민사태는 ‘난민문제’로 파악됨으로써, 심사결과는 난민 신청자 484명중에서 2명만 난민 인정이 되었다. 정부 입장은 난민협약과 난민법 상 5대 박해사유가아닌 이들에게 난민 지위를 인정하기는 어려웠다는 것이다. 국내 내부적으로도 난민인정과 관련한 찬반 입장이 정치·사회적 갈등으로 표출되기도 하였다. 그러나 예멘난민문제에 있어 우리 사회는 ‘난민문제’가 더 크게 부각되고, ‘난민의 문제’에 대해서는소극적 입장을 보인 것이다. 제주 난민사태를 계기로 우리사회의 배타적 민족주의가깊이 자리잡고 있음을 알 수 있었다. 향후 이와 유사한 난민문제가 발생할 여지는 다분히 존재한다. 그래서 이러한 난민문제를 해결하기 위한 사회통합방안을 제시하면 다음과 같다. 첫째, 인간안보 개념의 확대 적용이 필요하다. 둘째, 다양한 사회통합정책을 확대 적용하여야 할 것이다. 난민문제는 일시적인 사안이 아니라, 장기적 차원에서 법·제도와 정책을 미연에 체계적으로 대비하는 것이 사회적 갈등을 해소할 수 있을 것이다. 여기서 전제는 ‘난민의 문제’ 입장에서 인간안보차원에서의 접근이되어야 할 것이다.
Abstract
This study aims at suggesting how to realize social integration at a human security dimension by grasping causes of controversies and conflicts in relation to Yemeni refugees who claimed asylum on Jeju Island throughout the year 2018. Though the Republic of Korea has an institutional apparatus for refugees as it legislated a refugee act in 2012 for the first time in Asia, Yemeni refugee predicament happened on Jeju Island in June, 2018. After screening Yemeni refugees as they were classified as “a refugee case”, only 2 of 484 asylum applicants were accepted as refugees. To those without 5 reasons of persecution in accordance to Convention Relating to the Status of Refugees and the refugee act, it is difficult to give refugee status, the government explained. This situation has led to internal controversy in South Korea as pros and cons caused political and social conflicts. In this issue of Yemeni refugees, Korean society took a passive attitude towards ‘refugees’ problems’ only to reveal a ‘refugee issue.’ With this occasion of Jeju refugee case, it is understood that exclusive nationalism is rooted deep in the Korean society. In the future, similar refugee situations will be likely to occur. Therefore, ways of social integration to solve such refugee problems are proposed as follows. First, an extended application of the concept of human security is necessary. Second, diverse social integration policies should extensively be applied. The refugee case is not a temporary issue but a long-term task for law, institution and policy to be systematically prepared for to get rid of social conflicts. Here, in this matter, a prerequisite is an approach at a human security dimension for ‘refugees’ problem.’
