교원능력개발평가제도의 운영성과 분석:시범학교를 중심으로

교육의 질을 향상시키기 위해서는 교원의 질이 향상되어야 한다고 하는 시대적 요청에 부응하기 위한 제도적 장치로서 도입된 교원능력개발평가제도는 시범학교 운영 목적인 제도의 현장 착근, 공감대 형성, 현장의 의견 수렴 등에 있어서 가시적인 성과를 보이고 있는 것으로 현장 모니터링을 통해 확인되고 있다. 그러나 교원능력개발평가의 목적 및 방향을 보다 공고히 하기 위해 객관적이고 공정한 제도 성과의 분석 및 확인을 통한 타당성 검토 자료를 확보할 필요성이 제기되었다. 이러한 필요성에 따라 본 연구는 먼저 우리나라의 교원능력개발평가제도의 성립과 발전에 큰 영향을 미친 미국, 영국, 일본의 교원평가제도에 대하여 당해 제도를 이해하는데 핵심적으로 중요한 사항들을 비교분석한 뒤, 2009년도 교원능력개발평가 시범학교를 중심으로 그 운영성과를 분석하였다. 2009년도 교원능력개발평가의 결과를 분석하기 위해 상반기 1,527개교 및 하반기 1,594개교의 평가결과 보고서를 16개 시･도교육청이 수집･요약･분석하여 2009년 12월 말까지 제출한 2009년 교원능력개발평가 종합보고서를 중심으로 분석하였다. 이는 교원능력개발평가제도의 성공적인 정착을 위한 논의를 활성화시킬 뿐만 아니라 후속 연구를 위한 기초적 연구의 역할을 할 것으로 기대된다.
Abstract
There have been growing demands in Korea that the quality of teachers should be improved first to provide better education. A teacher evaluation system was created as a result and many monitoring studies on pilot schools have been showing fruitful outcomes of the system in several aspects, from the settlement of the system to formation of a social consensus and to collecting vivid opinions of the education field. Some, however, have insisted that the system should be proved by fair data, enough to document the system's validity and advantages. In this reason, this paper has introduced some key points of the teacher evaluation system at first to help understand the overall system, comparing our system with that of some countries one by one including America, England, and Japan, all of which have largely contributed to establishment of the system. Then it has analyzed the system's performance based on data from 2009 pilot schools. The analysis is based on the report titled "2009 annual report on the evaluation of teacher's quality," by the National Education Bureau of cities and provinces, abridging from assessment reports on the system from about 3,000 pilot schools: 1,527 schools for the first half of the year and 1,594 ones for the second half of the year. This paper is expected to play an important role not only as a preliminary study but also as a base of further studies on the teacher evaluation system, not to speak of animating lively discussions on ways for the system's successful settlement.
