고령인구가 빠르게 증가함에 따라 우리나라의 고령화는 당연시 예상되고 있으며 이에 운전자도 고령운전자의 비율이 급격히 증가할 것으로 예상된다. 그러나 급격한 고령화 추세에도 불구하고 국내의 교통 관련된 연구와 고령운전자에 대한 교육 및 사고예방 프로그램은 매우 미흡한 실정이다. 사람의 신체는 고령화가 진행되면서 운동 능력과 정보습득 능력, 인지 능력 및 상황 판단 능력이 저하되고 이는 나아가 운전자에게 심리적 위축감으로 발전되기 때문에 교통사고의 위험성은 더욱 증가하게 된다. 일본을 비롯하여 미국, 호주, 뉴질랜드 등은 고령운전자의 특성을 분석하고 이에 대한 교육프로그램과 법적 제도를 마련해 운영하고 있다. 보호의 대상으로서 뿐만 아니라 교통사고의 가해자적 측면을 고려하여 고령운전자의 신체 능력 저하 및 의식 개선을 통한 교통사고 예방에 대한 노력을 하고 있다. 우리나라는 운전면허 갱신 시에 적성검사에 의존하고 있다. 고령운전자를 고려한 것으로는 갱신 주기를 65세 이상의 운전자에 한하여 7년에서 5년으로 하향 조정한 것이다. 고령운전자 보호표시 부착 의무화, 운전 능력에 대한 자발적인 자기평가, 각종 자료를 활용하여 도로교통 안전 및 차량안전, 건강과 면허 관련 문제의 실태 등에 대한 정보를 제공하는 외국의 사례에 비해서 많은 미비점을 보이고 있는 실정이다. 이에 고령운전자의 교통사고 예방에 대한 방안으로 고령운전자 보호표시 부착 의무화와 운전면허 갱신 시기의 단축, 고령운전자에게 적합한 재교육의 시도, 의식 개선을 통한 안전교육 강화, 고령운전자 교육의 다양화를 제시하고자 한다.
Abstract
Purpose of this study is traffic accident prevention through Older driver's driving ability and characteristics analysis. Advanced ages population is increasing fast, and graying is expected therefore, it is expected that Older driver's number soars. But, in spite of sudden graying trend, it is lacking condition that study involved traffic and Older driver's about education and traffic accident prevention program. Older driver's have characteristics that is differentiated with other age group. First, sight and aural ability are fallen by decline of body ability and definite difference is seen with general age group. Second, advanced ages drivers are fallen sight and acoustic realization ability becoming decline of perception and data processing ability. As a result, nerves response is slowed and judgment processing of information is incorrect. Third, characteristic that psychological element of driving decreases appears. It is countermeasure for traffic accident prevention of Older driver's proposing in this study. First, must make duty of advanced age driver protection indication sticking and reduce driver's license update time properly in ability. Second, suitable training should be attempted to Older driver's that is not uniform standard of all age. Third, safety training should be solidified through consciousness improvement by Older driver's. Fourth, need development of various reeducation programs about Older drivers.
