Abstract
In early 2014, when the Ukraine crisis erupted, prominent offensive realist scholar of international politics, John J. Mearsheimer argued that, because the primary cause of the conflict was U.S.-led NATO expansion that inadvertently threatened Russia’s security, the West, in order to resolve the crisis, should halt NATO enlargement and neutralize Ukraine to reassure Russia, and warned that failure to do so would lead to more serious problem. Although his advice was dismissed at the time, the Russo-Ukraine War ultimately broke out in early 2022 as he had predicted. Since then, Mearsheimer’s offensive realism has gained increasing influence in both academia and U.S. foreign policy discourse. However, several scholars have challenged the value and utility of his realism and highlighted the peril of the U.S. foreign policy based on it, arguing that his stance on the Ukraine issue contradicts his offensive realism theory. This paper, however, suggests that Mearsheimer’s offensive realism is not merely a ‘theory,’ but a ‘theoretical system’ comprising a theory and auxiliary hypotheses designed to address its anomalies. While acknowledging that his position on the Ukraine conflict is inconsistent with his theory, this study argues that it perfectly aligns with his theoretical system.
