Abstract
“Smart Sanctions" could be ways to render sanctions a less blunt and more effective and also reduce the humanitarian costs to civilians. Therefore there might be more smart sanctions in the international politics for the next few decades. Certainly, in the case of sanctions towards North Korea, there have been smart versions of sanctions since the 2000s, and there would be more unless there is nuclear issues unsolved. This paper explores UN's smart sanctions to Angola(UNITA), then figures out implications to the case of sanctions to North Korea. There has been successful results from UN's smart sanctions to UNITA. That was for more detailed designation, and stronger authorities than before. Especially, in terms of enforcement authorities, states such as Togo and Gabon which had high trade linkages to UNITA, strongly required to implementing the sanctions using ex post punishment. On the other hand, there has been no success signal of smart sanctions towards North Korea yet. Contents in sanctions become detailed, but still there is no powerful authority. Like UNITA case, there should be ex post punishment to a state which has strong relationships with North Korea economically, such as China. If there is a punishment when China does not participate in UN's smart sanctions toward North Korea, it could be a signal not only to other senders, but also to North Korea. Therefore we can expect sanctions to be more successful. Also, for the North Korean case, six-party talks would be one of channels to enforce China to cooperate for the successful sanctions.
