한국사회에서 정의, 부정의, 그리고 정치문화: 보수주의와 진보주의의 지양

정치적으로 자유민주주의, 경제적으로 자본주의 시장경제를 바탕으로 하는 현대 한국사회는 정의로운 사회가 무엇인지에 대해 다양한 견해가 존재하는 다원주의 사회로, 통상 이런 견해들은 보수주의와 진보주의로 나뉜다. 현대 한국 사회에서 자유민주주의적으로 정당하고 적실한 사회정의관을 모색하는 필자는 심의민주주의와 슈클라의 정치이론을 원용한다. 슈클라는 다양한 정의론들을 ‘기억의 정의론’과 ‘희망의 정의론’으로 분류하는 데, 기억의 정의론은 과거의 부정의에 대한 역사적 기억에 주로 기초하고 희망의 정의론은 미래의 정의로운 사회에 대한 희망에 주로 기초한다. 그런데 슈클라는 기억의 정의론과 희망의 정의론 각각만으로는 적절한 정의론이 아니며 두 이론이 긴밀히 통합된 ‘기억과 희망의 정의론’이 적절한 정의론이라고 주장한다. 필자는 한국의 보수주의는 한국사회가 겪은 과거의 부정의에 기반하고, 한국의 진보주의는 미래에 대한 희망에 기반한다고 진단하며, 이들 양편의 이론들을 평가하려 합당하지 않은 면을 사상하고, 합당한 면을 통합하면서 현대 한국사회에 적절한 기억과 희망의 자유주의를 제시하는 데, 정의로운 사회는 시장경제에 바탕하는 복지국가이고 자유주의와 민주주의가 적절한 균형을 이루는 입헌자유민주주의 국가이다.
Abstract
Contemporary Korean society is pluralistic about what a just society is. Usually, these pluralistic views are classified into conservative views and progressive views. Conservative views include statism, market fundamentalism, and etc, while progressive views include Rawls’ liberalism and substantial democracy. Searching for a proper theory of social justice for Korean society, I utilize J.N. Shklar’s political theory and her liberalism. Shklar classifies many versions of liberalism into two classes, “liberalism of memory (or fear)” and “liberalism of hope.” “Liberalism of memory” is mainly based upon fear of injustices of the past while “liberalism of hope” is mainly based upon hope for a ideally just society in the future. According to my interpretation, Shklar’s own liberalism is “liberalism of fear and hope” which closely combines liberalism of fear and liberalism of hope. Based upon Shklar’s theory, I diagnose that conservative views in Korea are mainly based upon fear of past injustices and misery, but sticking to that memory, these views just let current injustices go or get them worse. I hold that progressive views do not have strong memory of past injustices and their hopes are not firmly based upon korean political culture, so unrealistic. So I hold that proper theory of social justice for Korean society needs to closely combine the fear of conservatism and the hope of progressivism.
