Abstract
Rawls’s principles of justice themselves are too abstract to guide policymaking. To realize Rawls’s second principle of justice, we should apply social scientific findings to find the specific institutions and policies that suit the (non-ideal) conditions of each country, and if necessary, revise Rawls’s own remarks on institutions. To illustrate how to apply the empirical methodology that I propose, I put forward inclusive and autonomous education policies that would help people build human capital and realize property-owning democracy in Korea. On the basis of contact theory, I propose that inclusive education policies should be adopted to overcome prejudices and distrust against outgroup members and cultivate social skills that would help to utilize cognitive diversity and discover new productive technologies. On the basis of positional competition theory, I argue that it would help to alleviate the wasteful competition over degrees to replace the Korean Government Scholarship Program with a policy that enables students to build human (and physical) capital as they see fit.
