The well-established social infrastructure is one of the key factors for the sustainable national growth in the knowledge-based economy system. In this paper, I tried to seek for alternative fiscal perspective and fiscal policy agendas with social investment policy by contrast with those of the traditional welfare policy. First of all, optimal investment approach should be introduced in social investment area with the performance and market responsibilities. In meso-level, balancing perspectives in the allocating fiscal resources process also are important agenda; for example, balance of social and economic development ; restructuring the resource allocating weight among welfare programs ; balancing the fiscal burden between local and central government, etc. Finally, I suggested the three policy recommendations for successful transformation of social fiscal policy.
