영국과 프랑스의 사회서비스 제도변화 비교 분석: 돌봄서비스의 지방재정과 품질관리를 중심으로

이 연구의 목적은 영국과 프랑스의 사회서비스 제도변화를 비교함으로서 지방재정과 서비스품질관리의 정책적 함의를 도출하고자 하였다. 사회서비스 정책은 사회적 안전망 확보를 위해 복지서비스를 내실화하고자 하는 목적과 암께 재정의 효율적 운용을 동시에 고려하고 있다. 본 연구는 두 개의 정책적 목적이 상반될 수 있는 상황에서 영국과 프랑스가 돌봄서비스 정책추진을 위한 재원조달과 서비스 품질관리를 어떠한 방식으로 접근하였는가에 대해 분석하였다. 영국과 프랑스는 사회서비스의 시장화를 통해서 민간서비스가 증가하였고 서비스 전달체계와 품질관리를 강화하였다. 그러나 돌봄서비스의 재원조달과 품질관리기능 조정에 있어서는 각국의 고유한 복지제도의 맥락과 제도권내 정치적 이해관계에 따라 다르게 나타났다. 영국은 돌봄서비스를 지방재정으로 이관하고 국가에서 전반적인 품질관리를 하는 방안을 추구하였으나, 프랑스는 노인과 아동돌봄 등 핵심적인 서비스는 국가에서 중점 관리하되 이외 부문은시장체계에 의해 관리되도록 하였다. 또한 돌봄서비스 제도의 변화과정에서 외국노동인력의 유입과서비스 제공인력의 처우문제가 제기되었다. 따라서 우리나라에서 돌봄 등 사회서비스제도 개혁 시사회적 효용을 높이면서 서비스 관리비용을 줄일 수 있도록 우리의 고유한 복지제도의 맥락과 제도권내 정치적 이해관계와 아울러 제도가 의도하지 않은 결과들도 함께 고려되어야 할 것이다.
Abstract
The goal of this research is to develop an understanding of the financial management and the service quality about social service through institutional change analysis of Great Britain and France. As for this research to analyze the political interest of the inside officials and the external environment element and institutional arrangement which occur institutional change of two countries, this research aim is to seek a system improvement direction. The goal for the social service policy consider to substance the life quality of the citizen and to improve efficiency of the social service finance. As for this research is putting in the critical mind that the social care policy is how many contributing the improvement of the service finance and the social service quality. Looks carefully the institutional change process, intended purposes and unintended purposes will have to appear at the same time, for an origin goal unintended goal come into force. The government must worry which is 'selection and concentration' within the draft budget.
