초록

이 논문은 중앙정부와 지방정부의 협력 및 갈등 구조가 지방재정 지출구조에 미치는 영향을 분석하였다. 지방재정 지출구조가 내생적으로 결정되는 정치경제 모델을 고려하였다. 모형의 주요 결론은 다음과 같다. 첫째, 중앙정부와 지방정부의 협력지수가 높을수록 지방정부의 복지 재정 대비 경제 분야 재정지출의 비중은 높아진다. 둘째, 재정분권도가 높아질수록 복지 재정 대비 경제 분야 재정지출의 비중은 낮아진다. 셋째, 로비지출에 대한 기대 벌금율이 높아지면 복지 재정 대비 경제 분야 재정지출의 비중은 낮아진다. 실증분석에서는 광역자치단체장과 대통령의 소속정당이 같을 경우 광역자치단체의 복지 재정 대비 경제 분야 재정지출의 비중은 높아지는 경향이 있다는 것을 발견했다.

Abstract

This paper asks whether the conflict structure between local and central government affects the composition of local government expenditure. It considers a political rent-seeking economy in which the composition of local government expenditure is determined by the politician. The pressure groups seek economic rents to influence the choice of the politician. According to the results of the model, the equilibrium ratio of expenditure on infrastructure over that on redistributional payments to poor group is larger: the higher is the degree of cooperation between local and central government, the lower the degree of fiscal decentralization, the lower the expected marginal penalty on rent-seeking expenditure. The empirical results confirms the proposition that the higher degree of cooperation between local and central government increases local government spending on infrastructure over local government spending on redistributional payments.
