사회과학방법론과 지방재정학 학습방법에 관한 소고

본고는 지방재정행위의 성격에 바탕을 두고 지방재정학 전공학습방법의 당위적 위상을 확인하고, 현황을 분석하여 바람직한 방향을 위한 시사점을 추출하고자 하는데 그 뜻을 두고 있다. 이러한 목적을 위해 본고는 먼저 ‘사회과학방법론’과 ‘전공학습방법’ 사이에 밀접한 관련성이 있다는 사실을 보이고, 이에 바탕을 두고 사회과학의 한 분야로서 ‘지방재정학’과 ‘지방재정학 학습방법’ 사이의 관련성을 추출하고자 한다. 다음으로 본고는 한국의 주요 국립대학과 다른 대학 중 재정관련 학과가 개설되어 있는 일부 대학에서 지방재정 관련과목이 개설되어 있는지 어느 정도로 개설되어 있는지를 분석해봄으로써 대학에서의 지방재정학 운영상태를 확인한다. 나아가 지방재정 관련 전문가들의 단체인 ‘한국지방재정학회’를 중심으로 지방재정문제에 관한 학술활동이 어떻게 행해지고 있는지를 분석한다. 분석결과 일부 대학의 경제학과와 행정학과에서 “각 학과 차원”에서 지방재정 관련 과목이 다루어지고 있었으며, 그마저 매우 지엽적으로 다루어지고 있는 것을 확인할 수 있었다. 그러나 재정학자들의 모임인 한국지방재정학회의 활동은 1998년 경제학과 행정학 측의 두 학회가 통합된 이후 최소한 외형적으로는 다양한 접근방식을 취하는 연구자들이 공동으로 발표·토론하는 연구활동을 이어오고 있는 것을 확인할 수 있었다. 이러한 외형적으로 통합된 학술활동은 내용면에서도 상당부분 반영되면서 연구자들의 다학문적, 나아가 학제간 연구활동의 가능성이 더욱 커지고 있는 것을 확인할 수 있었다. 본 연구에 의하면, 이러한 연구자들의 학술활동은 지방재정행위가 갖는 고유한 사회경제적 의미에 비추어볼 때 바람직한 방향으로 판단되며, 대학에서의 연구도 그 범위나 방법 측면에서 이러한 당위적 방향이 수용되는 방향으로 나아갈 필요가 있을 것으로 판단된다.
Abstract
This study, first, attempts to identify the relationship between the methodology of social science and academic discipline, and, with reference to the relationship, it endeavors to ascertain the normative academic discipline for the research and education of the local public finance through logical reasoning based on its inherent characteristics as a specific subject matter. Next, it tries to recognize the current pattern of the academic discipline of this subject in Korea through investigating the curriculum of the universities and the academic activities in “KALF(The Korean Association for Local Finance).” The fact ascertained from analysing the curriculum of the major ten national universities and some departments related to the public finance shows that this subject is being taught in the department of Economics and/or Public Administration with monodisciplinary approach, even that is only for some universities. However, the academic activities of the KALF, at least superficially, take the relatively appropriate approaches corresponding to the essential characteristics of this subject, that is, multidisciplinary and/or interdisciplinary approach. Taking into consideration the real social and economic significance of the local public finance in a society, these approaches need to be taken and intensified further in the education and academic activities of this subject.
