The Purpose of this paper is to analyse the effects of aged population (those whose age is over 65), local government income, urbanization, population density and tax price of the local public goods on the local government expenditure. Local government expenditures are classified into functional and characteristic categories, which are used as dependent variables in the empirical analysis. Applyng the basic theoretical framework developed by Dao(1994), the results of the analysis reveals that increasing aged population in the local government shows diseconomies of scale on the provision of local public goods, indicating that the local government faces fiscal inefficiencies in the provision of local public goods as the proportion of aged population over 65 increases in the region. Using the datum of 41 local government of Pusan-Ulsan-KyungNam region from the year 1996 to 2005, the elasticity of the explanatory variables are estimated. The results of the empirical analysis show that the relationship between the dependent variable and the major explanatory variables are consistent with the theory and statistically significant.
