Abstract
This paper deals with impacts of a declining and aging population on the structure of local government expenditures. We expect that a population decline will cause a decrease in local government expenditures and the diseconomy of scale. On the other hand, we expect that population aging will cause an increase in local government expenditures. Empirically, looking at cross section data of local governments during the period of from 2002 to 2008, we examine the problem caused by the population decline and aging of local governments the model is tested. The estimation results tell us that there is a minimum efficient population scale on local government expenditure and it decreases by the population decline and aging. Also, the minimum efficient expenditure increases and the ratio of expenditure and revenue for the minimum efficient population scale become higher. Therefore, the declining and aging population of local government influences negative effects on local government expenditure structure.
