자치단체 사이의 경제적 연관성 분석을 통한 광역적 세출 운용의 가능성 탐구 - 전남과 타 시․도 사이의 분석을 중심으로-

초록

본고는 한국 광역자치단체 사이에 재정지출과 지역소득의 외부효과가 존재하는지 분석하였다. 그 결과 다양한 외부효과가 존재함을 확인할 수 있었다. 가령 서울의 GRDP가 증가하면 전남의 GRDP가 증가하는 소득의 누출효과가 존재하였고, 서울의 세출이 증가하면 전남의 GRDP가 증가하는 재정지출의 외부효과가 존재하였다. 이러한 누출효과나 외부효과가 존재할 때 전통적 이론에서는 내부화를 통한 효율적 자원배분을 달성해야한다고 주장한다. 그러나 사회적, 경제적, 역사적으로 설정된 지방정부의 관할구역을 재설정하기 힘들다면, 이러한 긍정적 외부효과를 극대화하는 방향으로 접근하는 것도 고려해야 할 것이다. 예를 들어 지방자치단체가 관할구역을 넘어서 직․간접적으로 타 시․도에 투자적 지출을 운용할 수도 있을 것이다.

Abstract

This paper is intended to analyze the spillover effect or externality of the regional product and the local government expenditure in South Korea by using local macro data from 1987 to 2007. As a result, this study observed various and significant externality among the regions in South Korea. For instance, Seoul's G.R.D.P. was considered as Granger-cause of Jeonnam-Province's G.R.D.P, and Seoul's public expenditure is also considered as Granger-cause of Jeonnam-Province's G.R.D.P. by Granger Causality test. According to the classical thoughts, the externality among the jurisdictions must be internalized for the efficient allocation. But if we were not able to re-district the jurisdictions based on the social, economic and historical, then we should need to consider the maximization of external economies above. For instance, local governments may expand the public investment expenditures across the jurisdictions.
