초록

고도로 개방된 지역경제에서는 지역생산과 지방세출의 경제적 효과가 그 지역 내부에만 머물지 않고 다른 지역으로 파급되며, 또한 다른 지역에서 경제적 효과가 유입되기도 한다. 이런 역외 유출입효과가 존재할 때 중앙정부와 지방자치단체의 각종 정책은 효율성을 잃을 수 있다. 특히 지방자치단체의 지역공공재는 지방세와 연계되어 있는데, 취약한 지방세입을 고려한다면 이러한 역외 유출입효과에 따라 필연적으로 지방자치단체 사이에 정책적 조정을 실시해야 한다. 그러기 위해서는 우선 지역생산과 지방세출의 역외 유출입효과가 어느 정도인지 파악할 필요가 있다. 그러나 우리나라에서 이에 대한 연구는 아직 걸음마 단계로 미미한 수준에 머물러 있다. 이에 본고는 1970년부터 2002년까지 거시자료를 바탕으로, 수도권 지역 3개 광역자치단체의 지역생산과 지방세출의 역외 유출입효과를 그랜저 인과관계로 검정해 보았다. 그랜저 인과관계 검정에 앞서 시계열의 안정성 검증을 위해 단위근 검정, 공적분 검정을 시행하였고, 분석에는 각 지역의 1인당 지역내총생산과 사회개발비, 경제개발비를 활용하였다. 분석 결과 서울의 1인당 GRDP 증가는 경기도의 사회개발비를 증가시키며 경기도의 사회개발비 증가는 서울의 1인당 GRDP를 증가시키는 상호 인과관계가 존재하는 것으로 나타났다. 이것은 수도권 지역에서도 서울 지역에 경제력이 집중되는 것을 의미하므로, 서울로 집중되는 경제력을 완화시킬 지속적인 관심과 정책적 재고가 필요할 것으로 판단된다.

Abstract

In the regional economy, there is spillover effect(which is also known as external economy or externality) of the local product and the local government expenditure(such as Social Development Expenditure and Economic Development Expenditure). This paper analyzes the spillover effect of the regional product and the local government expenditure in Korea Capital region by using the local macro data of 1970～2002. The Data used in this paper are Seoul and Gyeonggi-Province’s Gross Regional Domestic Product(G.R.D.P.) per capita as local product, Social Development Expenditure and Economic Development Expenditure as the local government expenditure used as the proxy variables of the local public services in many cases. As a result, Seoul’s G.R.D.P. per capita is considered as Granger-cause of Gyeonggi-Province’s Social Development Expenditure, and Gyeonggi-Province’s Social Development Expenditure is also considered as Granger-cause of Seoul’s G.R.D.P. per capita by Granger Causality test. This result means that there is concentration of economic and social power of Seoul, and there is externality of Seoul’s local product. Therefore some policy to relieve economic and social concentration of Seoul is required.
