지방하수도사업의 효율성 평가:DEA와 Tier분석을 중심으로

본 연구의 목적은 최근 많은 적자가 발생하여 시급한 경영개선이 요구되는 지방직영기업 하수도사업의 상대적 효율성을 평가하고 비효율성 집단의 경영개선을 위한 베치마킹 대상을 제시하는 것이다. 분석은 먼저 2003년 31개, 2004년 39개 하수도사업을 대상으로 DEA 분석을 실시하여 효율성 집단 및 비효율성 집단을 파악하고 두 집단간 효율성 차이를 도출하였다. Post-DEA 분석으로서 우리는 Tier분석을 실시하여 인구규모별 및 시기별 비효율성 집단이 벤치마킹 할 수 있는 효율성 집단을 제시하였다. 분석결과, 인구 25만 미만의 과천과 나주는 공주, 영암, 진해, 경산을 단계적으로 벤치마킹하는 한편, 인구 25만에서 50만 미만의 시흥은 성남, 안산, 군포, 구미를, 순천은 공주, 마산, 진해, 용인을 단계적으로 벤치마킹할 경우 효과적인 경영개선을 이룰 수 있는 것으로 분석되었다. 한편, 인구 50만 이상 그룹의 청주는 안산, 군포, 용인을, 전주는 여건이 비슷한 안산, 진해, 용인을 벤치마킹하여 경영개선을 시도하는 것이 가장 빠르고 효과적인 경로의 경영개선을 이룰 수 있는 것으로 판단되었다. 이러한 분석결과는 비효율성 집단들에게 보다 현실적이고 수용가능성 있는 생산성 정보를 제공하여 최근 들어서 지속적인 적자를 기록하고 있는 지방 하수도사업의 단기 및 중․장기적 전략수립에 도움을 줄 수 있을 것으로 사료된다.
Abstract
The purpose of this study is to evaluate the relative efficiency of Local Sewage Systems(LSS) and to provide inefficient group members with benchmark models for improving their management efficiency. We first used a DEA model to identify efficient and inefficient groups and then measured efficiency scores of the 70 LSSs using government data for 2003-2004. As an effort of post-DEA analysis, we also performed a TIER analysis for suggesting benchmark cases that could be used as role models to the members of the inefficient group. As a result, for instance, we find that the city of Gwacheon and Naju, which had population less than 250,000, may take the city of Gongju, Yeongam, Jinhae and Gyeongsan as their benchmark cases. In the group of cities with 250,000-500,000 population, Siheung may refer to Seongnam, Ansan, Gunpo, and Gumi. The city of Suncheon may follow the pathway of Gongju, Masan, Jinhae, and Yonginof for improving managerial efficiency. Finally, among the group of cities with more than 500,000 populations, the city of Cheongju and the city of Jeonju may take Gunpo and Jinhae as their reference model, respectively. Our results may provide a visible road-map for enhancing management efficiency of the local sewage systems that recently suffered from painful and continual deficits. The local sewage systems can refer to the results to better understand the situation they were in and to prepare better strategies for the future.
