본 연구는 경기도 혁신교육지구 운영에 따른 학교체제 변화를 알아보기 위해 BSC모형과 Hoy & Miskel의 학교체제 변화 모형을 활용하여 학교체제 변화를 분석하였다. 혁신교육지구로 지정된 6개 지역의 관계자 심층면접을 중심으로 분석하고 경기도교육청 보고서, 교육청 내부문서, 학교의 내부문서, ‘학교알리미’에 공개된 자료 등의 양적 자료들을 통해 보완하였다. 연구결과 경기도 혁신교육지구의 운영으로 학교체제 변화는 소기의 성과를 달성한 것으로 나타났으며, 학교체제의 변화는 높은 교육적 만족도를 도출해 내는 원동력이 되었다. 향후 학교의 특색과 지역사회의 요구가 보다 적극적으로 반영되어 운영될 수 있는 여건과 환경 조성을 위하여 교육정책의 간접적 수혜자인 학부모들의 정책과정 참여를 제고하고 교사들에 대한 행정･재정적 지원이 강구될 필요가 있다.
Abstract
The purpose of this study is to analyze how much the Local Government School Supporting Program makes school system change. To find a solution of this research subject, BSC and a school system change model modified from that of Hoy and Miskel was used. The research papers, official documents, depth-interview of parent, students, teachers, officers were analyzed to evaluate the effects of the Local Government School Supporting Program, and to deduce the developmental direction. The findings are as follows. First, the Local Government School Supporting Program was effective in enhancing educational qualities measured by satisfaction. Second, the study suggests parent participation is needed to encourage parent involvement(interest, practice, counseling) on their children’s school life. Third, customized training is needed to develop teacher’s utilization capacity and informational mind.
