지방자치단체의 재정적 제약과 도시개발공사 채무에 대한 연구

본 연구는 16개 광역자치단체 산하 도시개발공사에 대한 8년간의 패널자료를 활용하여 지방자치단체의 재정적 제약이 도시개발공사의 채무인 금융부채에 영향을 미치는지를 살펴보았다. 연구결과에 의하면, 도시개발공사의 금융부채 수준이나 비율은 지방자치단체의 재정적인 제약, 정치적 요인과 사회경제적 요인에 영향을 받은 것으로 나타났다. 재정적인 요인으로는 자치단체의 전년도 채무수준이 높을 경우 도시개발공사의 금융부채는 감소한 것으로 나타나 지방자치단체와 산하 도시개발공사의 채무는 대체관계가 존재한다고 볼 수 있다. 또한 지방채 발행한도는 지방자치단체의 채무활용도와 도시개발공사 금융부채에 영향을 미치는 것으로 나타났다. 정치적 변수의 경우 단체장과 지방의회 다수당과의 관계, 단체장 당선인과 후보 간의 경쟁률 등이 도시개발공사의 금융부채와 상관관계가 있는 것으로 나타났다. 그리고 도시개발공사의 내부 운영과 관련된 변수의 영향은 불확실한 반면 사회경제적 요인들은 영향을 미치는 것으로 나타났다.
Abstract
This study examines the determinants of local development enterprises debt by utilizing panel data for eight years. The analysis shows that the debt level and debt-to-equity ratio of local development enterprises are influenced by fiscal constraints, political and socioeconomic factors. In terms of fiscal constraints, local government debt in the previous year decreased local development enterprises debt, indicating that local government debt and local development enterprises debt are substitutes. The ceiling imposed on local government bond issues affected the utilization of both local government debt and local development enterprises debt. Political factors measuring political fragmentation and electoral competition are related to the utilization of local development enterprises debt. Socioeconomic factors are related to local development enterprises debt while factors related to internal operation are not.
