한일 원전주변지역 지원제도 비교: 우리나라 지원제도 개선을 위한 함의

본 연구에서는 우리나라와 일본의 원전주변지역 지원제도를 비교하여, 우리나라 지원제도 개선을 위한 정책적 함의를 탐구하고자 하였다. 특히 정책적 함의는 외부성에 일정정도 비례적으로 지원금이 배분되어야 한다는 측면에서 검토되었다. 한일 양국의 지원제도에서 뚜렷한 차이점은 지원금 배분에 있어서 한국에서는 발전량에만 비례해서 지원금이 결정되는 반면, 일본은 다양한 사회경제적 지표를 사용하여 지원금을 결정한다는 것이다. 일본은 지역의 수요 및 외부비용의 크기를 체계적으로 정확히 산정하기 위한 것으로 해석할 수 있다. 그리고 우리나라 제도 개선을 위한 함의는 다음과 같다. 첫째, 우리나라 사업 주체를 일원화해서 지원금을 통합, 운영하는 것이 바람직할 것이다. 둘째, 영구폐로 이후에도 지역 주민에 대한 지원 근거를 마련해야 한다. 셋째, 지역의 사회경제적 특징 특히 인구규모와 경제발전 정도를 지원금 산정에 고려할 필요가 있다. 마지막으로 원전의 안전사고 등 운영의 잘못이 지원금 산정에 반영될 수 있도록 제도의 개선이 필요할 것으로 보인다.
Abstract
This paper tries to perform the comparative analysis of Korea and Japan in regard to the support programs for the nuclear power plant regions and identify the issues for reforming the programs. The conspicuous distinction between the two countries is that Japan utilizes the various socio-economic indexes of a region for the computation of the program grants, whileas Korea considers a single measure of electricity generation alone. Our suggestions to reform the programs are as follows. First it would be desirable to consolidate the currently two separated program operating body into one entity. Second, it is necessary to figure out a new program and legal system to support the residents in the closed nuclear power plant regions. Third, socio-economic indexes of a region, particularly the size of population and/or the economic growth should be considered for the computation of the program grants in order to internalize the external costs properly. Lastly, accidents, errors, or mistakes in operating the nuclear power plants should be also considered for the calculation of the grants.
