항만지역 화물차량이 야기하는 주된 외부불경제로 도로의 파손, 교통 혼잡, 교통안전의 위협, 그리고 인근지역 거주자들이 겪는 주거환경 및 거주안전의 악화를 들 수 있다. 본 연구에서는 강원도 동해시를 사례지역으로 하여 화물차량으로 인한 외부불경제 비용을 추정하였다. 즉 화물차량으로 인한 사회적 비용을 도로의 유지보수비용과 주택가치의 하락분으로 구분하여 산정하였으며, 화물차량 1대가 1회 간선도로 통행시 도로 유지보수 비용 1,400원, 주택가치 하락분 260원, 총 1,660원의 비용이 발생하는 것으로 분석되었다. 이러한 외부불경제 비용을 내부화하기 위한 방안으로, 항만시설과 연계된 간선도로를 통해 입･출입하는 화주를 납세의무자로 하여 화물차량 1대당 1,660원의 지역자원시설세 부과를 제안하였다.
Abstract
The external diseconomy of loaded vehicles in port areas include road wear, traffic congestion, threat to the road safety, and deterioration of residential environment, among others. This study chooses Donghae City, Gangwon Province as the study area, and estimates the cost associated with the external diseconomy of loaded vehicles. Specifically, the cost is estimated by combining the maintenance cost of road, and the depreciation amount of house value located nearby the main roads; the cost for the road maintenance is calculated 1,400 KRW per vehicle, the decrease in value of the houses close to the main roads is estimated 260 KRW per vehicle, arriving to the total 1,660 KRW. To achieve internalization of the external diseconomy, local environmental tax is proposed with the followings: the owner of goods should be responsible for tax payment, and the tax rate is 1,660 KRW per vehicle for one entry to the port areas.
