행정구역 개편의 학습 정보로서 시･군 통합의 효과 분석 : 지방재정 운영의 효율성 측면에 대한 단기 효과와 장기 효과를 중심으로

이 연구는 행정구역개편의 효율적 실행을 위한 학습 정보를 제공하기 위해 1994-5년에 실행된 시･군통합 사례를 대상으로 행정비용 절감효과, 규모의 경제효과, 지역경제발전 효과를 분석하였다. 정책효과 분석은 단기효과와 장기효과로 구분하여 실행되었다. 분석 결과 단기적으로는 지역경제 발전효과가 존재하나 행정비용 절감과 규모의 경제효과는 발생되지 않는 것으로 나타났다. 장기효과를 분석한 결과 행정비용 절감효과와 지역경제 발전효과는 통합시와 비통합시간 유의한 차이가 존재하지 않았으며, 규모의 경제효과는 통합시가 비통합시에 비해 크게 발생되는 것으로 나타났다. 그러나 규모의 경제 효과는 통합여부 보다는 자치단체의 소득, 도시화 수준 등과 같은 구조적 요인에 의해 더 큰 영향을 받는 것으로 나타났다. 결국 단기적 측면에서 볼 때 물리적 구조의 통합은 기대했던 정책효과를 충분히 발생시키지 못하고, 장기적으로 통합에 따른 승수효과를 가져오지 못하며, 통합을 통해 구조화된 자치단체의 정치, 경제, 사회적 특성에 의해 정책의 효과가 고착되는 것으로 나타났다. 이런 분석의 결과를 바탕으로 이 연구는 정책의 장기적 효과까지를 고려하여 로드맵을 구축할 필요가 있으며, 동시에 획일적 통합 보다는 단계별 자율 통합 및 행정구역 경계 변화 등의 다양한 정책 수단을 강구해야 하며, 자치단체의 경제･사회･정치적 변수 등이 어떻게 변화될 것인지에 대해서도 예측하여 행정구역 개편을 추진하여야 할 필요성이 있다는 점을 제안하였다.
Abstract
This study analyzed the administrative cost savings effects, economies of scale effects, and regional economic development effects of Urban-Rural Districts Integration, executed in 1994-5 in order to provide study lessons as a prerequisite for an efficient execution of the administrative district reorganization. An analysis of short-term and long-term policy effects was carried out separately. According to the results of this analysis, there is some effects of local economic development, but the effects of an administrative cost savings and economies of scale were not raised on the short-term base. On the other hand, the result of the analysis of long-term effects was that there is no significant difference between integrated urban-rural districts and non-integrated districts but the effects of economies of scale in integrated districts were significantly larger in comparison with those of the non-integrated districts. However, the effects of economies of scale were affected greater by other structural factors such as the local government income and the urbanization level rather than the integration of urban-rural districts. In other words, on the short-term base, the integration of physical localities does not sufficiently incur the expected policy effects. On the long-term base also, there is no multiplier effect of integration. Thus, the paper proposes to build up a road map that considers the long-term policy effects and a step-by-step autonomic integrating plan rather than standardized integrating form. And the plan should also take into account the predictable changes in economic, political and social situation of the local government in pursuing the Urban-Rural Districts Integration.
