Abstract
This study reviews the current evaluation and management system of local subsidies, identifies its problems, and proposes improvement measures. Recently, the utilization of local subsidy projects has increased, leading to a rise in the local subsidy budget. However, since local subsidy projects vary in nature and budget size, applying a uniform evaluation approach may undermine the efficiency and effectiveness of their management. Meanwhile, as local subsidy projects are increasingly recognized as distinct from other fiscal programs, efforts are being made to refine their management system. Nevertheless, fragmented assessments based on project types continue to emerge, and it has been pointed out that a limited number of personnel are required to manage an excessive number of projects. Based on an analysis of practical feedback from local subsidy project managers, it was found that the number of projects subject to evaluation is excessively high, leading to a significant increase in administrative burden. Furthermore, statistical classification for managing local subsidy projects has not been systematically implemented. Based on these findings, this study suggests that small-scale projects should be subject to simplified evaluations to reduce administrative workload, while in-depth evaluations should be conducted for projects requiring more intensive oversight. Additionally, the accuracy of statistical classification in managing local subsidy projects should be improved, and the system should be gradually reformed to minimize any adverse effects from the transition.
