지방보조금 통계목별 예산운영 실태분석: 경기도 민간 지방보조금 사례를 중심으로(2015~2018)

지방보조금 사업은 지역수요를 반영한 민간의 자율 활동 영역에 대해 지방자치단체의 공익적 가치와 자치단체장의 의지가 투영되면서 특정 집단의 사적 지대를 추구할 우려가 커지게 되었다. 이로 인해, 행안부는 2014년 5월「 지방재정법」 개정으로 지방보조금 관리기준의 체계화를 통해 지방재정의 비효율성, 책임성을 강화시키게 되었다. 지방보조금의 지속적인 증가 상황에서 본 연구에서는 지방자치단체의 지방보조금 운영을 미시적 차원에서 상임위원회별, 통계목별, 세부사업별 문제점을 파악하고 개선방안을 도출하고자 하였다. 연구 결과 지방보조금 예산편성의 문제점으로 첫째, 지방보조금 유형 간 모호한 예산편성, 둘째, 포괄적 예산편성, 셋째, 특정 단체 지원의 문제점이 나타났다. 이와 같은 문제점 개선을 위해 첫째, 지방보조금의 통계목별 운영 차별화, 둘째, 지방보조금의 사전평가 및 사후평가 개선방안을 제안하였다. 본 연구를 통해 지방자치단체의 불요불급한 사업을 차단하여 지방자치단체의 재정 누수 방지, 지방자치단체의 재정 책임성 등 재정건전성을 제고할 수 있다고 판단된다.
Abstract
The local government grant project has raised the fear that the private zone of a specific group is considered the public value of the local government leading to the projection that the private sector of autonomous activities reflect the will of the local government and local demand. Hence, the Ministry of Public Administration and Security strengthened the efficiency and accountability of systematization of local grant management standards with the revision of the Local Finance Act in May 2014. In the context of the continuous local grant increase, this study aimed to identify problems of standing committees, statistical objectives, and detailed projects at the micro level to derive improvement measures. As a result of the research, the problems of local government grant budgeting were as follows: first, ambiguous budgeting among the types of local government grant, second, comprehensive budgeting, and third, support for specific organizations. To solve these problems, differentiation of operation of each grant using statistics and improvement measures for pre-and post-evaluation of local government grant were proposed. It is concluded that it is possible to block the unnecessary business of local governments and improve financial soundness by preventing financial leaks of local governments and repurposing local governments.
