연구 목적: 중국의 성장과 밀접하게 연계된 중국 산업정책의 변천과 특징을 고찰하는데 목적이 있다. 연구 방법: 중국 산업정책과 관련된 문헌조사 방법을 활용하였으며, 한국과 중국에서 발간된 자료, 특히 중국 정부의 주요 정책 문건 등 1차 자료를 다양하게 참고하였다. 연구 내용: 1978년 개혁개방 및 2001년 WTO 가입을 중국 산업정책 시기 구분의 분기점으로 설정하고, 태동기, 도입기, 발전기, 현대로 각각 구분하여 시기별 목적, 특징 등을 분석하였다. 결론 및 제언: 중국 산업정책은 非경제적이었던 태동기를 거쳐 도입기에 산업정책사가 수립되고 종합적 산업정책이 발표되며 체계화되었다. 발전기 중국은 ‘대외지향적 전략’과 ‘적극적 유치전략’을 바탕으로 도약식 발전을 추진하였으며, 현재 중앙 및 지방 모두 ‘질적성장’을 중시하는 전략적 신흥사업 육성을 추진중이다. 반도체 등 산업이 안보와도 연계되는 상황에서 향후 중국 산업정책에 대한 보다 많은 연구가 필요하다.
Abstract
The purpose of this study is to examine the changes and characteristics of China’s industrial policy closely linked to China’s growth. As for the research method, A literature review method related to Chinese industrial policy was used, and various primary data such as data published in Korea and China, especially major policy documents of the Chinese government, were referred to. As research content, Reform and opening up in 1978 and WTO accession in 2001 were set as the turning points in the classification of China’s industrial policy periods, and the purposes and characteristics of each period were analyzed by dividing them into the early stages, introduction stages, development stages, and modern times. Through this study, China's industrial policy went through a non-economic early stages and was systematized by establishing a industry Policy Division and announcing a comprehensive industrial policy in the introduction stages. China has promoted leap-frogging development based on its “Go out strategy” and “Bring in strategy” and both the central and local governments are currently promoting strategic new business development that places importance on “Qualitative Growth.” In a situation where industries such as semiconductors are also linked to national security, more research on Chinese industrial policy is needed in the future.
