일반적으로 산업 클러스터에 관련된 연구는 전통적인 산업집적지에 관한 관심에서 시작되어 전문화지구, 산업지구, 학습지구, 혁신지구로의 진화적 발전과정을 이룬 것으로 평가되곤 한다. 중국에서도 개방·개혁 이후 1980년대 중반 이후 정부 주도적 경제성장거점 육성정책이 본격화되며, 2000년을 전후로 하여 산업 클러스터에 관한 연구가 본격화되었다. 그리고 그 결과, 불균등 성장전략을 보완하기 위해 중국 전역에 걸쳐 각 지역의 산업 클러스터들이 설립되어 경제성장의 모멘텀으로 작용해왔다. 따라서 본 논문은 중국이 최근 글로벌 발전전략으로 채택하고 있는 ICT 산업 클러스터에 초점을 모아 클러스터들의 형성과정과 정책 지원상의 특성을 검토하여 우리나라의 산업발전 방안을 모색하기 위한 기초자료로 활용하려는 의도를 갖는다.
Abstract
In general, the theories concerning industrial cluster have been assessed as an evolutionary development record from simple agglomeration district to specialized district, industrial district, learning district, and finally innovative district. Since midterm of 1980s when opening door and reformation was started, government led industrial cluster fostering policy has been driven, and around 2000 explosive interest in the industrial cluster as the growth pole has been uprisen in China. As the results, industrial clusters for supplementing growth pole policy have been established in each region of China, and enabled to function as the momentum of economic growth. Therefore focusing on industrial cluster which China adopts recently as global developing strategy and reviewing the formation of process of the clusters and characteristics of policy support, this paper aims to use it as basic data for seeking developing measures for the industrial development in Korea.
