개혁개방기, 중국 산업정책의 전개와 그 특징: 1989년과 1994년 산업정책을 중심으로

초록

본 연구는 개혁 개방 시기 중국 중앙정부의 경제에 대한 개입 중 대표적인 산업정책인 <決定>과 <綱要>의 집행효과에 대한 분석을 진행했다. 그 결과 전반적으로 특정산업의 발전을 촉진하는 정책이 특정 산업의 발전을 억제하는 정책보다 그 효과가 높았다는 사실이 발견되었다. 특히 <決定>의 방직업과 통신산업에서의 집행 효과에서 나타난 것을 통해 볼 때, 개혁개방 시기 이후 경제적 실체로서 기능하게 된 지방정부들의 이익과 부합된 정책의 효과가 상당히 높았다는 사실을 알 수 있었다. 이상의 결과는 본 연구에서 나타난 두가지 함의를 언급할 수 있게 한다. 첫째, 정부의 경제에 대한 개입과 관련한 평행선적 논쟁의 실질적 진전에 기여하는 바가 있다. 논쟁의 구도를 “정부는 경제에 대한 개입을 해야 하는가 말아야 하는가” 라는 당위적, 절대적 논쟁에서 “어떤 식으로 개입 해야하는가”라는 조건적, 상대적 논쟁의 진전을 의미하며 중국 산업정책에 대한 전반적인 부정적인 평가가 적절치 않다는 것을 의미한다. 둘째, 본 연구의 분석에 따르면, 중앙정부가 제정 및 시행한 산업정책의 효과는 지방정부와의 이익 합치 여부에 따라 매우 상반되게 나타났는데 이는 개혁 개방 이후 중국의 “행정성 분권화”조치로 인해 지방정부가 상당한 수준의 경제적 실체로서의 역할을 하고 있다는 것이다. 따라서 이를 다른 정책 평가부분으로까지 확장시키자면, 개혁개방 시기 중국 중앙정부의 경제와 관련된 정책의 성패는 중앙정부와 지방정부들 간의 관계 즉 정부간관계(政府間關係)가 어떠한가에 상당부분 의존하고 있다고 할 수 있다.

Abstract

This Paper focuses on China’s efforts to modify traditional planning tools based on investment controls and material balances with 1989 and 1994 industrial policies. China’s central government that used to rely on crude mandatory plan targets recognize that it needs new tools to guide industrial development and achieve macroeconomic stability. Learning form the experiences of China’s East Asia neighbors, Chinese planning agencies have become convinced that East Asian style industrial policies furnish the appropriate tolls for combining a market economy with continued state involvement and have so far promulgated two sets of industrial policies, one in 1989 and one in 1994. These two industrial policies are supposed to provide the strategic vision for a decentralized economy through state-guided rationalization of industrial investment and industrial structure. In consequence, a number of points are worth mentioning. First, industrial policy implementation will remain incoherent as long as the state-owned enterprises continue to sap the strength of the fiscal and financial system. Second, in spite of problems with consistency and coherence in industrial policy implementation, it appears that state intervention did accelerate changes in certain industries such as the textile industry and telecommunications etc. Finally and in connection with the second point, the impact of central government efforts targeting certain industries and sectors is likely to be short-lived unless governmental action coincides with the interests of local governments. In other words, central government industrial policies operate within the constraints set by market trends in an decentralized and increasingly complex economy.
