연구 목적: 본 연구는 최근 20년간의 독일 스포츠시스템의 변화 과정을 분석하여 국내 스포츠 클럽 시스템의 효율적 도입을 위한 정책발전의 기본방향을 제시하는 것이다. 연구 방법: 본 연구는 2005년부터 7차에 걸쳐 발간된 독일 스포츠개발보고서를 중점으로 문헌분석을 하였으며, 나아가 독일 현장의 실제적 의견 수렴을 위해 5개의 스포츠클럽을 방문하여 관계자 인터뷰를 수행하였다. 연구 내용: 본 연구의 주요 내용은 독일 스포츠클럽의 프로그램 및 자원봉사자 시스템, 재정, 스포츠 시설, 운영상 제한점으로 한정하였다. 결론 및 제언: 독일 스포츠 클럽은 다양한 건강프로그램, 난민을 위한 혜택, 저렴한 스포츠 이용료, 클럽운영의 재정적 안정성, 전국적인 스포츠 시설 인프라 보유 등의 긍정적 요소가 확인되었다. 이에 반해 자원봉사자의 감소 및 인건비 상승은 현재 독일 스포츠클럽이 해결해야 할 과제로 남아있었다. 본 연구는 독일 사례를 바탕으로 건강프로그램의 확대 및 인증프로그램 개발, 스포츠를 통한 이주민의 사회통합 유도, 자원봉사자 제도구축, 공공스포츠 시설 보급 등의 정책적 방향을 제시하였다.
Abstract
The goal of this study is to present policy development directions for the efficient implementation of the domestic sports club system by analyzing the process of change in the German sports development reports published seven times since 2005, as well as visits to five sports clubs and interviews with officials to accumulate opinions from the practical sports field in Germany. The main contents of this study are limited to the sport programs and volunteer system, finances, sports facilities, and difficulties of German sports clubs. As a result, sports clubs in Germany have many advantages, including various health programs, benefits for refugees, low sports fees, financial stability of club operations, and a nationwide sport facility infrastructure. However, the decline in volunteers and the rise in labor costs have remained a challenge for German sports clubs. This study proposes policy directions based on the case of Germany, such as the expansion of health programs, the development of certification programs, the induction of migrant social intergration through sports, the establishment of a volunteer system, and public sports facilities.
