연구 목적: 본 연구는 다양한 사이버 위협 중 랜섬웨어 공격에 관한 미국과 러시아의 협력 가능성을 진단하고, 한국의 대응 전략을 도출한다. 연구 방법: 본 연구는 공시적 관점에서 2021년 미국 바이든 정부 출범을 전후로 나타난 러시아의 랜섬웨어 공격 사례와 이에 따른 미국과 러시아의 갈등과 협력을 분석한다. 연구 내용: 미국 바이든 정부 출범 전후로 러시아가 배후로 의심되는 다양한 형태의 사이버 공격이 발생했다. 바이든 정부가 이에 대한 강도 높은 대응을 강조함에 따라 양국 간 갈등과 대립이 심화되고 있다. 그러나 미국은 랜섬웨어에 대해서는 이례적으로 러시아와 협력을 모색하고 있다. 결론 및 제언: 한국 정부는 미국과 러시아 간 랜섬웨어 대응 협력 가능성이 확대되고 있는데 주목하여 국제적･국내적 차원에서 효과적인 대응 방안을 모색할 필요가 있다.
Abstract
This study diagnoses the possibility of cooperation between the U.S. and Russia on ransomware attacks among various cyber threats and derives Korea’s strategy. From a synchronic perspective, this study analyzes the cases of ransomware attacks from Russia around the inauguration of the US Biden administration in 2021 and aspects of conflict and cooperation between the two countries. Before and after the inauguration of the Biden administration, various types of cyber attacks were suspected of being behind Russia. Conflicts and confrontations between the two countries are intensifying as the Biden government emphasizes an intensive response to this. However, the US is seeking cooperation with Russia to ransomware. Therefore, the Korean government needs to find effective countermeasures at the international and domestic level, paying attention to the growing possibility of cooperation between the US and Russia in response to ransomware.
