미국과 중국의 사이버안보 전략과 한국의 안보정책에 대한 함의

US and China Cybersecurity Strategies and Their Implications for South Korea’s Security Policy

초록

미중 대결이 물리공간에서 사이버공간으로 전이되어 확산되는 현실 속에 전세계 사이버안보 환경은 두 강대국을 주축으로 더욱 대립적이고 공격적으로변화하고 있다. 이러한 환경 속에 미국의 정권 교체에 따라 새롭게 전개될 사이버안보 정책과 최근 중국이 발표한 일련의 사이버안보 전략 확립은 전 세계 사이버안보질서에 영향을 미치게 된다. 이에 따라 본 연구는 트럼프 정부가 취임 후 발표한사이버안보 관련 행정명령(EO 13800)과 미국의 외교전문 싱크탱크인 CSIS (Center for Strategic and International Studies)의 ‘미국 제45대 대통령을위한 사이버안보 정책제안서’ 및 중국의 ‘국가사이버공간안전전략(国家网络空间 安全战略)’과 ‘사이버공간 국제협력전략(网络空间国际合作战略)’을 중심으로 미국과 중국의 중단기적 대내외 사이버안보 정책 및 전략을 분석하고자 한다. 한국의 공식적인 국가 사이버안보 전략이 부재한 시점에서 두 국가의 사이버안보 정책 및 전략적 주안점은 국가 사이버안보 전략 수립에 시사점을내포한다. 미국과 중국의 전략을 비교하여 볼 때 사이버공간의 질서유지를위한 국가의 올바른 행위규범에 대한 양 국가의 시각은 상이하다. 북한 발대남 사이버공격이 고조되고 사이버공간의 우위를 점하기 위한 초강대국간갈등이 심화되는 현실 속에, 한국의 국가 사이버안보 전략 수립을 위한 대외안보환경에 대한 고려와 일관된 대응방향의 정립이 필요하다.

Abstract

As the mounting confrontation between US and China is rapidly spread and extended from physical space to cyberspace, the world cybersecurity atmosphere, centering on the two countries, has become more antagonistic and aggressive. Under such circumstances, together with inauguration of Donald J. Trump as the 45th US president and successive announcements of Chinese cybersecurity strategies, bring impacts on the world cybersecurity order. This paper analyzes EO 13800 ‘Strengthening the Cybersecurity of Federal Networks and Critical Infrastructure’ and CSIS’s policy report, ‘From Awareness to Action: A Cybersecurity Agenda for the 45th President’, along with China’s ‘National Cyberspace Security Strategy’ and ‘International Strategy of Cooperation on Cyberspace’ and examines US and China’s medium-term domestic and foreign cybersecurity policy. South Korea has yet to publish its official national cybersecurity strategy and the two powers cybersecurity policies have implications on formulating its strategy. US and China have different view on proper behavior norm in cyberspace. We need to review evolving international cybersecurity environment and set up consistent national cybersecurity policy.
