평양시 도시미화 담론과 북한의 권력에 관한 연구: 1953~1970년 김일성 유일지배체제 성립 시기를 중심으로

본 연구는 그동안 크게 주목받지 못했던 평양시 도시미화 담론에 주목해그것이 북한에서 어떻게 등장하고 변화되었으며, 김일성 체제의 권력 확보 및 강화와 어떤 관련이 있는지 분석한다. 과거 유럽 사회주의 국가에서 도시미화 사업은 독점 권력과 밀접한 관계 속에서 만개했고, 소비에트도시미화의 특징은 다른 사회주의 국가들에 큰 영향을 미쳤다. 1950년대중반 평양의 도시미화도 그러한 영향력에서 자유로울 수 없었지만, 1950 년대 후반부터 주체적인 성격(민족성, 창조성)을 드러내며 독자성을 보이려 노력했다. 하지만 실제 평양 도시미화 담론은 권력투쟁 사건들과 반대세력 숙청 과정에서 유일지배체제를 강화하기 위한 정치 수사적 성격이더욱 강조되었다. 이데올로기적 건축 미학은 끊임없이 강변되었고 단조로운 경관을 생산했다. 김일성체제하 평양은 도시환경 개선과 같은 근대도시미화운동의 긍정적 효과는 크게 발휘되지 못했던 반면, 통치의 문제가 발생했을 때 이에 대응하고 권력을 강화하기 위한 기제로서 도시미화가 활용되었다.
Abstract
This study draws on the discourses of city beautification in Pyongyang as an analytical lens to understand the ideological and political aspects in establishing the Kim Il Sung regime. The paper examines the history of the city beautification in Pyongyang and analyzes how it is related to securing and strengthening the authoritarian power of Kim’s regime. In European socialist countries of the past, the business of urban beautification worked closely with monopolistic power. Soviet city beautification greatly influenced other socialist cities. Pyongyang, a late participant, was not an exception. Although Kim Il Sung produced nationalist discourses in which creative North Korean styles and ethnic identities were emphasized, his political rhetoric was rarely achieved in reconstructing Pyongyang after the Korean war. Instead, a simplified version of Stalinesque was reproduced in building the heart of Pyongyang’s landscape, emphasizing ideological characteristics such as magnificence, splendor, and aesthetics, which contributed to strengthening Kim’s dictatorship. While the positive effects of modern urban beautification movements such as improving the urban environment were minimal in Pyongyang under the Kim Il Sung regime, it was mainly utilized as a mechanism to cope with power struggles and problems of governing. The paper examines keywords from documents (such as Rodong Sinmun and Kim Il Sung’s speeches) that deliver the discourses of city beautification during the early Kim Il Sung era, and traces the changes in their composition between 1953 and 1970, indicating the way the regime utilized the particular aspects of urban beautification drives as a part of its governmentality.
