본 논문은 프랑스 외무부자료를 중심으로 한반도의 독립성을 지키기 위한 고종의 전략을 살펴본 글이다. 고종은 프랑스의 도움으로 조선의 개발과 일본에 대한 견제정책을 실천하려고 하였다. 하지만 일본은 영국의 도움을 받아 프랑스 차관을 막고, 비밀리 러시아와 한반도를 39도선에서 나누어 북쪽을 러시아의 영향권하에 둔 대신 남쪽 지역을 통치하려고 하였다. 일본은 결국 고종을 고립시키면서 한반도의 외교적 균형을 파괴시켰다. 청일전쟁 이후 러일전쟁도 일본의 승리로 돌아가자 일본 정부는 더 이상 한반도의 분단문제를 두고 열강들과 합의를 볼 필요성이 없어짐에 따라 고종을 감금하고 황권을 무시한 채 한일협상조약을 조인함으로써 한반도의 전역을 통치할 수 있었다. 그러나 고종은 한반도를 둘러싼 동북아의 균형을 되찾기 위해 프랑스 정부에 밀사를 파견하고, 국내외 언론들을 통해 일본이 강제적으로 한일협정을 시행하는 것은 1차 만국평화회의에서 조인된 국제분쟁 평화적 처리조약을 위반하는 일이라고 고발하였다. 그러자 영국이 프랑스와 영향권 문제에 대해 합의를 본 결과, 프랑스는 일본의 대한제국에 관한 정책을 인정하게 되었다. 일본은 두 차례에 걸쳐 한반도 문제를 둘러싼 전쟁에서 승리를 거두자 고종을 감금하면서 영일동맹을 체결한 후, 본 조약의 규모를 확정하여 프랑스가 인도차이나를 보호하기 위해 영일동맹의 눈치를 보게 만듦으로써 국제분쟁 평화적 처리조약을 위반해도 한반도를 불법적으로 점령할 수 있었다.
Abstract
The aim of this study is to examine how Korea tried to use France influence in eastern Asia to counter Japan’s project of annexation. Through national archives of France, we attempted to identify the spirit of innovation at work in the first concrete manifestations of Korea’s diplomatic strategy in the process of reinforcement of Korean independence. The study traces the context of the diplomatic relations based on International law between Korea and France and the various elements which contributed to cancel the first contract set up with the Yunnan syndicate through England pressure to put an end to the French loan. These elements take the aspect of a challenge to colonization practices. The French government involvement in Korea’s affairs prevailed Japan to act before 1904, and obliged the Japanese government to contract secret agreements with England and Russia concerning the spheres of influence. Japan played antagonistic powers in Indochina to facilitate Japanese intervention as a guarantee of Korean neutralization even if the Japanese protectorate treaty over Korea was violating the Convention for pacific settlement of international disputes (Hague, 29 July 1899).
