Abstract
This study examines the transformation of the socialist market economy with Chinese characteristics during the Xi Jinping era by comparing the 2017 and 2025 editions of China's Ideological and Political Education textbook. Focusing on three key dimensions—ownership system, distribution system, and the relationship between the market and the government—the analysis reveals significant policy shifts. While the 2017 edition emphasizes market-driven growth and efficiency, the 2025 edition highlights the pursuit of “common prosperity” through active governmental involvement aimed at correcting structural imbalances and realizing socialist values. The concept of ownership evolves from a strategic adaptation to a historically inevitable and state-led model; distribution shifts from labor-based allocation to the realization of common prosperity; and the market-government relationship transitions from a focus on market efficiency to enhanced government intervention and control. These changes suggest a shift in policy priorities—from economic growth to fairness, equity, and the reaffirmation of socialist principles. Notably, in the 2025 edition, the government is portrayed not only as a facilitator of market efficiency but also as a proactive leader in guiding economic development and promoting social equity, underscoring the role of a "strong state" in shaping long-term national progress.
